(HBO) - On March 10, the Provincial Association of Literature and Arts held its 6th Congress, term 2022 - 2027. There was the attendance of Mr. Bui Duc Hinh, the Parmanent Deputy Secretary of the Provincial Party Committee, the Chairman of the People's Council, the People's Artist Vuong Duy Bien, the Vice President in charge of Vietnam Union of Arts and Culture Associations.
Mr. Bui Duc Hinh, the Parmanent Deputy Secretary of the Provincial Party Committee, the Chairman of the Provincial People's Council presented flowers to congratulate the 6th Congress of the Provincial Association of Literature and Art.
Mr. Vuong Duy Bien, the Vice President in charge of the Vietnam Union of Literature and Arts Associations presented the Emulation Flag of the National Committee of the Vietnam Union of Literature and Arts Associations to the Provincial Association of Literature and Arts.
There are 7 specialized branches and 2 affiliated units in the provincial Culture and Arts Association has specialized branches and 2 affiliated units. During the last term, the Standing Committee of the Association and the leaders of its branches have promoted their initiative, creativity, unity, and they have organized many activities in the fields of literature and arts. The Association's activities have closely followed the lines and the policies of the Party and State, and the political tasks of the locality. The Association has admitted 22 members, bringing the total number of members to 241 people. In the activities of composing and researching culture and folk art, there have been 29 authors who have been allowed to publish 59 books; nearly 60 members won hundreds of prizes at the national and local competitions and contests. They have organized more than 25 exhibitions in the province and in the neighboring provinces with over 800 turns of photographic and fine art works.
With these above achievements, in the last term, the Provincial Association of Culture and Arts received the certificates of merit from the Provincial People's Committee twice during the last term; 5 members were awarded the certificates of merit by the People's Committee. The Association rewarded 16 turns of collectives and 80 turns of individuals with the excellent achievements in the cultural activities in each year.
In the term of 2022 - 2027, the Provincial Association of Arts and Culture has set up a number of key targets: It is suggested that 100% of the officials, public employees and a team of writers and artists have good moral qualities; admitting from 30-40 members, about 8-12 members being admitted to the specialized associations of Central; well organizing the consideration of Hoa Binh province's cultural and artistic awards for 5 years in the period of 2021-2025...
The Executive Committee of the Provincial Association of Literature and Arts, term VI, period 2022-2027, has launched the congress.
Making a speech at the Congress, Mr. Vuong Duy Bien, the Vice President in charge of the Vietnam Union of Arts and Culture Associations suggested: The Provincial Association of Litersture snd Arts should continue promoting the typical traditional cultural values of Muong ethnic people in Hoa Binh; promoting the role and contribution to the field of the local culture. The Provincial Party Committee, the Provincial People's Committee, all the levels and branches continue paying attention and create conditions for the provincial contingent of artists and writers to contribute their efforts and works to serve the political tasks of the province. It is believed that in the next term, the Association of Culture and Arts of Hoa Binh province will advise the Provincial Party Committee to develop the field of traditional culture with many flourishes.
Addressing the direction, Mr. Bui Duc Hinh, the Parmanent Deputy Secretary of the Provincial Party Committee, the Chairman of the Provincial People's Council recognized and praised the achievements of the Provincial Association of Literature and Arts in the past term. He suggested that in the new term, the associations should do better the propaganda, the political and ideological education, and deeply grasp the Party's views on literature and arts in the new situation. It is necessary to closely coordinate with all levels and sectors to well implement Directive No. 46-CT/TW of the Secretariat on combating the penetration of the harmful cultural products that destroy the social morality, associated with the step-up the fight against the wrong views on literrature and arts, considering it as an urgent and long-term task, which must be carried out regularly and promptly. It is also important to continue mobilizing the members to strongly respond to the campaigns for composing, promoting, guiding, fostering, raising awareness, artistic knowledge, and aesthetic tastes for everyone, especially the teenagers and children. It is suggested going well the development of new members, improving the quality of the members, paying attention to training and fostering staff, especially young staff.
The Permanent Deputy Secretary of the Provincial Party Committee suggested that the Party Committee of the Provincial People's Committee pay attention and solve the problems related to the mechanisms and policies according to its competence, creating a favorable environment for the activities of the Provincial Association of Literature and Arts. The Party committees, the authorities, the appropriate departments, branches, socio-political organizations join hands to create all the favorable conditions for the arts activities in the province to develop, meet the requirements and task in the new period.
The Congress has elected the Executive Committee of the Provincial Culture and Arts Association, term VI, period 2022 - 2027, including 13 people; The Association's Standing Committee consists of 5 people, in which, Mr. Le Va was re-elected as the Association's President; the Vice Presidents of the Association include Mr. Le Quoc Khanh and Mr. Bui Viet Phuong.
On this occasion, the Provincial Association of Liturature and Arts received the emulation flag of the National Committee of the Vietnam Union of Culture and Arts Associations.

For generations, the ethnic communities of Hoa Binh province, particularly the Muong people, have preserved vibrant festivals deeply intertwined with the region’s geography, nature, and social traditions. These celebrations enrich Hoa Binh’s spiritual life and cultural identity, reflecting both folk beliefs and the intermingling of ethnic customs. Many of these festivals have endured the test of time, passed down through generations and continuing to thrive today. Among them, the Khai Ha (Going Down to the Field) festival stands out as one of the most significant events of the Muong ethnic group.
Muong calendar, known as sach doi, is an ancient folk knowledge system developed through observations of the movement of the pleiades star. This unique calendar consists of 12 bamboo sticks, each representing a lunar month. Specific days within each month are marked with distinct symbols, guiding locals in determining auspicious and inauspicious days for important activities.
