In the evening of March 28th, in Hoa Binh, the Department of Grassroots Culture (Ministry of Culture, Sports and Tourism) coordinated with the provincial Departments of Culture, Sports and Tourism and the city to organize a mobile propaganda contest to celebrate the 70th anniversary of Dien Bien Phu Victory (May 7th, 1954 - May 7th, 2024) with the theme "Returning to Dien Bien”. The contest was held from March 26th - April 2nd, 2024 with the participation of 37 mobile propaganda teams from the Cultural Center, the Center of Culture & Cinema the Center of Culture & Art of the provinces, cities across the country.

In Hoa Binh City, there were the delegations from Ho Chi Minh City, Hoa Binh, Nghe An, Quang Ninh, Tuyen Quang. In Cao Phong district, there were the delegations from Hai Phong city, Ca Mau, Gia Lai, Son La, Hung Yen provinces. In Tan Lac district, there were the delegations from Hanoi City, Hau Giang, Dien Bien, Long An, Thai Binh provinces. In Mai Chau district there were the delegations from Can Tho City, Bac Ninh, Binh Dinh, Ha Giang, Lang Son provinces.

The contest's summary, closing and awarding ceremony takes place on April 2 in Dien Bien Phu City, Dien Bien Province.

On the first day back to work and school after the Lunar New Year holiday, thousands of female officials, civil servants, and students from grade nine and above in Lac Son district proudly wore the traditional Muong attire. The provincial-level Khai Ha festival 2025 of the Muong ethnic minority group took place at Phong Phu commune’s stadium in Tan Lac district of Hoa Binh province on the morning of February 5 (the 8th day of the first lunar month of the Year of the Snake).
"Xuong Dong” (going to the field) festival opened in Yen Phu commune of Hoa Binh’s Lac Son district on February 5, or the eighth day of the Year of the Snake, drawing thousands of locals and visitors to partake in a variety of activities.
