Hoa Binh has taken measures, focusing on removing barriers in terms of mechanism, policy, infrastructure, and upgrading technical infrastructure facilities serving tourism and the quality of human resources, to promote tourism development in the Hoa Binh Lake area.

With a total investment of 756 billion VND (nearly 30.3 million USD), the project to upgrade Road 435 was put into operation, opening up great opportunities to attract investment to and promote tourism development in Hoa Binh Lake. The 24.8-km road passes through Binh Thanh and Thung Nai communes in Cao Phong district, and Suoi Hoa commune in Tan Lac district.

During the 2018 - 2023 period, priority was given to investing in building and upgrading transportation routes to the Hoa Binh Lake tourism area.
Apart from constructing and upgrading roads, provincial authorities have also paid attention to investing in the electric grid and telecommunications networks in community-based tourism areas and tourist spots to meet demand of tourism businesses and visitors.
Currently, the Hoa Binh Lake tourism area is home to hundreds of accommodation establishments, including over 10 hotels from 1 - 3 stars, and 70 community guesthouses which generate jobs for over 1,200 employees.
The system of restaurants, entertainment areas, and tours are connected with localities in the province throughout the country, creating a diverse tourism ecosystem. The quality of tourism products has been improved, with one community tourism site meeting 4-star standards, and another 3-star.
From 2017 to 2021, the Government provided an annual financial assistance worth 3.6 billion VND for promoting and developing tourism products, training human resources, protecting the environment, and preserving traditional cultural values in community tourism areas in the Hoa Binh Lake tourism area. Since 2022, the provincial budget has also allocated funds for these works.
According to Deputy Director of the provincial Department of Culture, Sports and Tourism Bui Xuan Truong, the Hoa Binh Lake tourism area has enhanced tourism promotion on its website http://khudulichhohoabinh.vn, and the websites of the Vietnam National Authority of Tourism and the provincial Department of Culture, Sports and Tourism.
For attracting investment to developing the tourism area, the locality applies investment incentives as stipulated in Article 16 of the Investment Law 2014, including those for corporate income tax, import and export taxes, and land lease fees in the time of implementing investment projects.
