In the first 10 months of 2024, Hoa Binh city made significant progress in job creation and labour exports, sending 112 workers abroad through partnerships with authorised recruitment firms.


 Hoa Binh city collaborates with the provincial Employment Service Centre to organise numerous job fairs, providing opportunities for workers to explore job opportunities and receive career counseling, and overseas employment.


The city has a labour force of over 86,000, accounting for 60% of its population, with around 5,000 residents having unstable incomes. 

Recognising the importance of employment generation, local authorities have developed initiatives like the labour division’s survey of workforce training needs and job preferences to guide policy.

The locality has invested nearly 10 billion VND (395,000 USD) in vocational training and job placement from 2022-2025. This funding supports job training, provides loans for workers, and organises job fairs and awareness campaigns about the benefits of overseas employment. These efforts highlight the high income and improved quality of life that overseas working opportunities can bring to residents.

Tran Thi Bich Huyen, Head of the city’s Division of Labour, Invalids and Social Affairs, noted the past challenges, particularly the impact of industrial and urban projects on the local workforce, especially workers over 40 years old. However, through targeted communication about job markets in Japan, Taiwan, and the Republic of Korea (RoK), public interest has increased, with 124 workers going abroad in 2023, three times higher than the initial target. The number is expected to rise in 2024.

As 2024 is critical year to achieve the city’s 2021-2025 economic and social targets, Hoa Binh aims to reduce the poverty rate to below 1%, create 4,200 new jobs, and raise the trained labour rate to 75%.

To this end, the city has launched job fairs in key areas like Doc Lap, Thinh Minh, Mong Hoa, Hoa Binh, Thong Nhat, and Yen Mong wards and has improved data on labour demand, boosting new employment connections. The city also collaborates with the provincial job service centre, promoting online job floors and partnerships with companies to increase access to job information.

Through these comprehensive efforts, local leaders emphasise the value of labour exports as a practical employment solution, enhancing skills, incomes, and economic development while reducing unemployment and supporting social welfare.
