Luong Son district has identified 2025 as the year for the accelerated breakthrough to successfully implement the socio-economic development plan for the 5-year period from 2021 to 2025. The district has been focusing on executing the plans and trying to achieve a GRDP growth rate of approximately 15%.


In early 2025, Long Hung Wood Trading, Service, and Manufacturing Factory in Thanh Cao Commune, Luong Son District began operations, contributing to the job creation and the economic restructuring of the local area.

Mr. Nguyen Anh Duc, the Vice Chairman of the People's Committee of Luong Son district, says: According to the Government's Resolution, Hoa Binh Province has been assigned a growth target of 9% for 2025. Trying to achieve this target along with the province, based on the Resolution of the District People's Council on the socio-economic development plan, the district’s People's Committee has been focusing on directing the departments to organize and implement the measures to meet and exceed the district’s targets, specifically: a 15% growth in the total production value; state budget revenue of 1,580 billion VND; an urbanization rate of about 60%; and an average reduction in the poverty rate of 0.35% (according to the 2021-2025 poverty line). 

Since the beginning of the year, the district’s People's Committee has focused on directing socio-economic development tasks, especially the key tasks for 2025. By February 14, 2025, the district had completed the organization and operation of its agencies. In 2024, the district basically met its socio-economic development targets, reducing the poverty rate to 1.2%, reaching 740 billion VND for state budget revenue, making it the leading locality in the province. From the beginning of this year, the district has been intensifying measures for the budget collection, and by February 2025, the state budget revenue exceeded that of the same period in 2024. Along with directing the agricultural and forestry production to ensure the seasonal schedules, the district has been accelerating the construction progress of the key projects, speeding up the disbursement of the capital sources according to the plan and strengthening the plan and planning management. 

In the first two months of 2025, the economy of Luong Son District continued to grow with the stable agricultural production and increases in industrial construction, trade, and services compared to the that of the same period last year. The estimated state budget revenue for February 2025 was 27 billion VND, and the cumulative revenue for the first two months was 77.257 billion VND, reaching 13.1% of the provincial target, 4.9% of the district's target, and 168.7% compared to that of the same period last year. The district is focusing on directing the units and investors to complete the paperwork and procedures for disbursing the capital sources of 2024, with a total of 310.28 billion VND disbursed by January 31, 2025, or 92% of the assigned capital. The district continues to improve the investment environment, attracting the investors for surveys and proposals for the investment in the area. The district has attracted 220 projects, including 23 foreign direct investment (FDI) projects with the total registered capital of 304.018 million USD and 197 domestic projects with the registered capital of 28,952.073 billion VND. 

The Party Committee and the People's Committee of Luong Son district have assigned the specific tasks to the leaders, agencies, and units to implement the solutions driving the economic growth, such as removing difficulties, boosting production and export of agricultural, forestry, and fishery products; promoting the development of the manufacturing and processing industries; closely monitoring the business operations and large projects to address any obstacles; promoting the development of services, especially wholesale and retail, logistics, tourism, information technology, finance, and banking; accelerating progress and trying to disburse 100% of public investment capital; and continuing to improve the investment and business environment. 

Luong Son has been focusing on implementing the key projects and works to create the growth momentum such as: Hoa Binh - Hanoi regional connecting road and Son La expressway (Hoa Binh - Moc Chau); Luong Son - Xuan Mai town connecting road, Hanoi (phase 1); Bui River commercial and residential urban area in Tan Vinh and Nhuan Trach communes, Luong Son town; VILAS ecological housing and service area in Luong Son town; Viet Xanh ecological urban area; Dong Truong Son high-class ecological resort urban area in Tan Vinh commune; resort housing and comprehensive services area in sub-area 2, Luong Son town; Tran Hung Dao road to Luong Son district center; Xuan Mai bypass resettlement area; Ky Son - Luong Son 110kV power line project; Nhuan Trach industrial park infrastructure investment and business project...
