Measures sought to improve PCI’s informal component indexes

The inspectorate agency of Hoa Binh province has issued Official Dispatch No. 1090/TTr-PCTN to provincial departments, agencies, localities, business associations, enterprises, and investors regarding measures to improve informal component indexes of the Provincial Competitiveness Index (PCI).

Accordingly, to continue improving the PCI’s component indexes, particularly in reducing informal costs, and improving the province’s business and investment environment as well as its competitiveness in 2025, the agency requests heads of departments and agencies, chairpersons of People’s Committees at all levels, and businesses and investors to continue implementing some measures.

Direct inspections of businesses and investors must be minimised and conducted only in line with approved plans. Ad-hoc inspections should be carried out solely when there is clear evidence of legal violations, and each enterprise should not be inspected more than once a year. Inspection activities by different units should be consolidated into coordinated inter-sectoral inspections. All inspections must be conducted based on an official plan and must include detailed documentation for the entities inspected.

It is a must to continue to promote discipline and administrative order, enhance accountability, and uphold the professional ethics of inspection and audit officials, while intensifying supervision measures for inspection teams, and establishing feedback channels for citizens, businesses, economic organisations, and investors to report negative behaviours or harassment. Another measure is implementing inspection and verification mechanisms to promptly detect and prevent misconduct or actions that cause difficulties.

Strengthening the inspection and supervision of public service activities performed by officials and civil servants to promptly detect, and effectively address acts of harassment or misconduct that cause inconvenience to citizens, businesses, and investors.

It is also necessary to promote communication activities to raise public awareness and dissemination of legal education regarding inspection, examination, complaint resolution, denunciation, and the prevention of corruption and other negative acts, helping businesses understand legal regulations, as well as the rights and responsibilities of state agencies and enterprises—so that, in addition to petitioning competent authorities for protection, businesses can also proactively protect themselves against misconduct and harassment.

Attention will also be paid to reviewing and inspecting the public posting of the provincial inspectorate agency’s hotline and email address at the provincial public administration service centre, and the one-stop-shop units of Hoa Binh city, districts, and the People’s Committees of communes, wards and townships, which serves to receive feedback and complaints from citizens, businesses, and investors regarding harassment or misconduct by state agencies, and civil servants in handling administrative matters. Those that fail to publicise the hotline or email as required will be strictly penalised.

The provincial inspectorate has requested the Hoa Binh Business Association to direct its member organisations and businesses to promptly report any feedback or concerns to the agency via the hotline at 02183 882 609 or the email: duongdaynong.ttt@hoabinh.gov.vn.

The agency also encourages entrepreneurs and businesses to comply with legal regulations in their production and business activities, foster a healthy business culture that rejects corruption and misconduct; and adhere strictly to ethical standards and regulations.

Six-month industrial production index estimated to rise 20%

According to data from the Hoa Binh Provincial Party Committee, the industrial production index for the first six months of 2025 is estimated to have increased by 20% compared to the same period last year. This marks the highest year-on-year growth rate for this period since 2020.

In the first six months of 2025, Hoa Binh province’s export turnover was estimated at 1.145 billion USD, marking an 18.11% increase compared to the same period in 2024. Import turnover was estimated at $ 804 million, a 17.15% increase, which helped the province maintain a positive trade balance.
