Over the past 15 years, the government's preferential capital through Social Policy Bank have played an important role and always been accompany with the people of Lac Long (Lac Thu). The commune cooperates actively with the Social Policy Bank to implement the preferential credit policies, helping many households have more capital to develop production and business, improve income and improve their living conditions, contributing to reducing poverty in the locality. Together with the direction of the Party committees, authorities, associations, the efforts of the people, the source of preferential capital has contributed to reducing the rate of poor households from 2-3% per year. Particularly, the preferential loans have joined and helped to reach the standard of new rural area in 2017.

From the preferential loan of Social Policy
Bank, the household of Mr. Nguyen Van Di, Dong Bau village, Lac Long commune
(Lac Thuy) invested to grow fruit trees and earned better income.
We visited the family of Mr. Nguyen Van Di,
Dong Bau village, which is one of the households using preferential loans
effectively to develop economy. Through the conversation, he shared: In 2012,
through the Farmer Association in the commune, my family was lent the capital
of 40 million for creating jobs from the District Social Welfare Bank, with the
savings; the family invested in planting 7,000 m2 of oranges, mainly Vinh originated
oranges. Up to now, the orange orchard has been harvested with the income of
over 200 million VND / year. In addition, the family plants more pears and
apples, in the next time, we will open the direction of planting more than 200
grapefruits and dragon fruit.
Mr. Nguyen Anh Ngoc, the Chairman of Lac Long
Commune People's Committee said: Thanks to the policy of the Party, the State,
the poor people and policy beneficiaries have an access to preferential loans
and have conditions for family economic development. In order to use the loan
effectively, the departments and unions of the commune have cooperated with
functional branches such as Agricultural Encouragement Office, Plant Protection
Center, Animal Health Department to organize training courses on transferring
science and technology on cultivation, livestock breeding ... and giving
orientation for members to choose suitable models. As a result, the local
people have used the loans effectively; many households escape from poverty and
become rich. In general, the preferential loan households use for the right
purposes, with efficiency, paying the net and interest on time. By the end of
2017, the commune had 292 households with outstanding total debt of over VND8
billion, the commune has no overdue debts. In addition, the commune savings
deposit through the group reached 331 million VND.
In order to ensure high effectiveness of loan
lending programs, in the implementing process, the District Social Policy Bank
closely coordinates with other organizations and associations at the all levels
and at the same time, intensify the inspection and supervision work. So credit
programs are implemented seriously. The beneficiaries used with the right
purposes, promoting practical effectiveness, contributing to reduce the rate of
poor households in the commune to 9.5% and increase the average income to 32.5
million per person in 2017 ( according to the new criteria).
It can be affirmed that the preferential
credit programs implemented by Social Policy Bank in Lac Thuy District in
recent years have brought positive effects and have had a strong effect on the
poor people and policy beneficiaries in Lac Long commune, in order to improve
the quality of living conditions and to facilitate the achievement of socio-economic
development and new rural development in the locality.
