HBO – The Hoa Binh province branch of the Bank for Agriculture and Rural Development of Vietnam (Agribank), the Agribank branch in Son La province, and Xuan Thien Son La Limited Company have signed a credit contract for the Suoi Sap 2A Hydro-power plant project.

The Suoi Sap 2A
Hydro-power plant project has a capacity of 49.6MW with two turbines. It is
being built by the Xuan Thien Son La Limited Company in Ta Xua and Phieng Banh communes
in Son La’s Bac Yen district.

The total investment
of the project is 1.562 trillion VND (excluding VAT), of which 694 billion VND is
contributed by the investor, and 868 billion VND is sourced from loans from
Agribank Hoa Binh (347.2 billion VND) and Agribank Son La (520.8 billion VND).
Construction on the
project began in October 2018 and is expected to complete in August 2022. Once
operational, the project is expected to generate electricity for the national
grid, contribute to the State budget and the locality’s socio-economic
development.
Once a mountainous province facing many challenges, Hoa Binh has, after more than a decade of implementing the national target programme on new-style rural area development, emerged as a bright spot in Vietnam’s northern midland and mountainous region. In the first quarter of 2025, the province recorded positive results, paving the way for Hoa Binh to enter a phase of accelerated growth with a proactive and confident mindset.
Hoa Binh province is steadily advancing its agricultural sector through the adoption of high-tech solutions, seen as a sustainable path for long-term development.

From just 16 certified products in its inaugural year to 158 by early 2025, the One Commune One Product (OCOP) programme in Hoa Binh province has followed a steady and strategic path. But beyond the numbers, it has reawakened local heritage, turning oranges, bamboo shoots, brocade, and herbal remedies into branded, market-ready goods - and, more profoundly, transformed how local communities value and present their own cultural identity.
