(HBO) - The National Target Programme on New-Style Rural Building has given Luong Son a facelift. The district now is a district of prosperity and peace, with each local village and hamlet being a green, clean, beautiful countryside. The changes even surprise locals returning home after sometime being away.

The rate of poor household decreased from 13.03 percent in
2010 to 2.92 percent in 2019. Between 2011 and 2019, the average income of the
local rural area increased from 7.5 million VND (324.23 USD) per person to 38
million VND (1,642 USD) per person, while the rate of trained rural workers
went up from 27.3 percent to 63.3 percent. In a decade, the district mobilised
more than 3.1 trillion VND for new-style rural building, of which about 10.2
percent were donated by locals.
Luong Son also recorded progress in terms of political
apparatus. Officials have become closer to the people, while the people have
come up with better ideas in production. Economic models have worked
practically and sustainably, with enterprises focusing on investment in agriculture
and creating jobs for local. Cultural and spiritual activities have thrived,
attracting the community’s participation in various emulation campaigns.
Recently, a central working delegation came to examine the
district, saying it has all the conditions needed to be recognised as a
new-style rural area of 2019./.
Once a mountainous province facing many challenges, Hoa Binh has, after more than a decade of implementing the national target programme on new-style rural area development, emerged as a bright spot in Vietnam’s northern midland and mountainous region. In the first quarter of 2025, the province recorded positive results, paving the way for Hoa Binh to enter a phase of accelerated growth with a proactive and confident mindset.
Hoa Binh province is steadily advancing its agricultural sector through the adoption of high-tech solutions, seen as a sustainable path for long-term development.

From just 16 certified products in its inaugural year to 158 by early 2025, the One Commune One Product (OCOP) programme in Hoa Binh province has followed a steady and strategic path. But beyond the numbers, it has reawakened local heritage, turning oranges, bamboo shoots, brocade, and herbal remedies into branded, market-ready goods - and, more profoundly, transformed how local communities value and present their own cultural identity.
