(HBO) - The Hoa Binh People’s Committee on March 31, 2021 issued Decision No. 679/QD-UBND on the issuance and pilot application of the District and Department Competitiveness Index (DDCI) this year.
The decision is viewed
as a bold move to strongly improve economic management capacity and investment
climate for the provincial socio-economic development.

The province’s business
association holds a training course for interviewers for the trial implementation
of the DDCI in 2021.
The index measures levels
of satisfaction among firms, co-operatives, and business households in various
aspects of districts and departments’ economic management capacity and business
climate improvement.
The issuance of the
DDCI and its trial run this year, along with the planned official application
in 2022, aim to realise a target stated in the Resolution of the province’s
17th Party congress for the 2020-25 tenure, which is to improve Hoa Binh’s
ranking in the provincial competitiveness index (PCI) by at least three places
each year during the 2021-25 period.
The DDCI comprises
nine component sub-indexes, including joining the market and licensing;
transparency in information access and fairness; and quality of public services
and single window system, among others.
The provincial
People’s Committee assigns the local business association to build plans for
conducting surveys and completion of questionnaires, as well as report on the rankings
of districts and departments, which will serve as reference for future
implementation.
The issuance of the
DDCI is expected to bolster the competition among districts, city, and
departments, therefore creating a stronger momentum for administrative reform
and favourable conditions for investment and production in all spheres.
It will also provide a
reliable, open and transparent channel for investors, firms, co-operatives and
business households, to contribute their ideas to the local administrations./.
After more than four years of implementing a project launched by the Hoa Binh Party Committee’s Standing Board on developing agriculture and promoting product consumption linked with building new-style rural areas for the 2021-2025 period, the province’s industry and trade sector has made significant strides, greatly contributing to local socio-economic development.
Luong Son district has identified 2025 as the year for the accelerated breakthrough to successfully implement the socio-economic development plan for the 5-year period from 2021 to 2025.
