(HBO) - Authorities of the northwestern province of Hoa Binh have been focusing on promoting changes in thinking and action in their leadership, direction and governance in order to address difficulties and obstacles hindering the locality’s development.

Accordingly, special heed has been paid to accelerating administrative reform and land clearance; attracting resources for infrastructure development, and investment for tourism and eco-urban projects, and planned industries. These are hoped to widely open the door for Hoa Binh to "take off” in the future.

Local authorities have proposed a series of solutions to overcome weaknesses and challenges for the province’s development. 

After the Party congresses at all levels, local authorities frankly pointed out weaknesses and challenges for the development of the province, and proposed solutions to remove these obstacles. 


Party committees at all levels, agencies, units and localities are required to promote the responsibility of their heads in order perform assigned tasks, focusing on administrative reform, site clearance and investment attraction.

The evaluation of cadres is carried out based on work efficiency, and the results of inspection and supervision. Cadres who lack exemplary performance, especially those in charge of political tasks, and other works related to administrative reform, site clearance, investment attraction, and state budget collection, will be strictly handled. 

Thanks to the thoroughness in direction and administration in parallel with a methodically inspection mechanism, Hoa Binh has recorded active changes in the system of Party committees, authorities, agencies and units. 

According to Chairman of the Lac Son District People’s Committee Bui Van Linh, the district has established a working group which is tasked with directing and promptly solving difficulties facing investors operating in the locality, thus facilitating construction of their new projects.  

Kim Boi district, which boasts charming and beautiful landscapes, has also become bustling thanks to a series of investment projects sourced from, or out of the State budget. It is hoped that more high-quality resort and eco-tourism projects will be developed in the locality in the future. 

Meanwhile, Tan Lac district, which has been known for its strengths in agricultural development, is now also moving strongly by a host of investment projects on infrastructure development and urban upgrading, and tourism development. 

The authority of Luong Son district has taking solutions, mechanisms and policies to mobilise resources for realising its goal to become a dynamic economic region, and basically become a township before 2025.

With breakthrough works on urban infrastructure development, Hoa Binh city strives to become a modern and civilised city serving as a gateway to the Northwestern region.

The change in thinking and action of local authorities has also helped give a facelift to remote villages and difficult areas of Da Bac and Mai Chau districts, contributing to improving living conditions of local people.

According to Ngo Van Tuan, member of the Party Central Committee, Secretary of the provincial Party Committee, the state budget collection of Hoa Binh is expected to reach 10 trillion VND (437.8 million USD) by 2025.  

The province has been focusing on strategic breakthroughs in planning, infrastructure development, improving the business environment and the quality of human resources.

Attention has been also paid to mobilising and allocating resources to implement strategic infrastructure projects such as Hoa Binh - Moc Chau expressway, Hoa Lac - Hoa Binh expressway, and a road connecting Hoa Binh with Hanoi and Son La; and develop urban infrastructure in dynamic regions such as Hoa Binh city, Luong Son and Kim Boi districts.

Q1 disbursement of public investment funds reach 15% of yearly plan

The Hoa Binh administration was entrusted by the Prime Minister with a budget of 3.43 trillion VND (142.91 million USD) for investment in 2024. The provincial People's Council approved nearly 3.76 trillion VND, which has been meticulously allocated to projects, achieving 100% of the assigned capital plan.
