(HBO) - In the morning of September 8, the Provincial People's Committee held an online conference to review the 20 years of implementation of Decree No. 78/2002/ND-CP, dated on October 4, 2002 of the Government on the policy credit for the poor households and other beneficiaries under the policy (Decree No. 78) in the province.


Mr. Bui Van Khanh, the Deputy Secretary of the Provincial Party Committee, the Chairman of the Provincial People's Committee are presenting the certificates of merit from the Provincial People's Committee to the collectives and the individuals with achievements in the implementation of Decree No. 78 of the Government.

Making a speech at the opening of the conference, Mr. Nguyen Van Toan, the Vice Chairman of the Provincial People's Committee emphasized: Over the past 20 years, policy credit activities have always received the attention and direction of the Party Committees, the People's Committees and the representatives of the Board of Directors; the active coordination of the entrusted social work organizations and savings and loan groups; the lending activities are smooth with simple procedures; the capital of the Bank for Social Policies has reached the poor and the beneficiaries undẻ the preferential policies in a timely manner. Thereby, the social policy credit has achieved positive results and it is one of the "pillars” in the system of poverty reduction policies of our country. When newly established, the provincial branch of VBSP carried out two credit programs. After 20 years of operation, the branch has provided loans to 22 credit programs, the total outstanding loans increased by nearly 20 times compared to that of 2003. Through policy capital, there were over 644 thousand turns of the poor households and the policy beneficiaries entitled to loans from VBSP. The policy credit has helped over 116,000 turns of the households escape poverty in each survey period, making an important contribution to hunger eradication and poverty reduction and building the new countryside and ensuring the social security.

They have listened to the comments from the leaders of a number of departments, branches and localities on the effectiveness of policy credit implementation; the experience in managing and using loans effectively of the savings and loan groups and the typical borrowers.

Making speeches at the conference, Mr. Nguyen Duc Hai, the Deputy General Director of Vietnam Bank for Social Policies, Mr. Bui Van Khanh, the Deputy Secretary of the Provincial Party Committee, the Chairman of the Provincial People's Committee have recognized and highly appreciated the results achieved in the implementation of Decree No. 78 in the province over the past 20 years. They have emphasized the direction and the key tasks in the coming time, and they have suggested that the province continue to direct the implementation of Decree No. 78 of the Government; mobilize the participation of the whole political system, increase resources for VBSP to implement the policy credit programs in line with the province's socio-economic development orientation; organizing the effective implementation of social policy programs in the locality; synchronously implementing the solutions to consolidate and improve the credit quality; strengthening the leadership, the direction and raising the role of the Fatherland Front and the socio-political organizations in policy credit activities; implementing the credit policies for the poor households and other policy beneficiaries; increasing the additional local capital to entrust loans to the poor and other policy beneficiaries in the province.

On this occasion, the Minister, the Chairman of the Committee for Ethnic Minority Affairs presented a certificate of merit to an individual. Vietnam Veterans Association presented a certificate of merit to a collective. The General Director of Vietnam Bank for Social Policies honored 4 individuals and presented certificates of merit to 23 collectives and 78 individuals. The Chairman of the Provincial People's Committee awarded the certificates of merit to 5 collectives and 10 individuals. The other provincial social work organizations awarded the certificates of merit to 12 collectives and 16 individuals who had excellent achievements in implementing Decree No. 78 of the Government.
