(HBO) – Restructuring the agricultural sector in association with building new-style rural areas in Hoa Binh province has yielded positive results, helping form many agricultural product chains, giving a facelift to rural areas, and improving local residents’ life.

Secretary of the Party Committee of Hien Luong commune Nguyen Dang Giap said
the locality completed the new-style rural building in 2019, and it is focusing
on improving the quality of criteria.
Implementing resolutions and projects on agricultural and rural development,
the commune has focused on promoting the development of the aquaculture
sector, community-based tourism, and changing the crop structure.
From a low-income commune, Hien Luong has achieved a per capita income of about
42 million VND (nearly 1,790 USD) per year.
According to Director of the provincial Department of Agriculture and Rural
Development Nguyen Huy Nhuan, in 2022, the local agro-forestry-fisheries sector
posted GRDP growth of about 4.57%, 1.56% higher than the target, and production
value of over 12.48 trillion VND.
The department coordinated with localities and sectors to implement programmes,
projects and action plans on restructuring the agricultural sector and speed up
the implementation of the National Target ProgrammeforNew
RuralDevelopment and sectoral development target programmes.
Across the province, each commune has met an average of 16 new-style
countryside criteria. Besides, 95.5% of the rural residents have had access
hygienic water. The forest coverage stays stable at more than 51.5%.
Farm produce production-consumption models have been deployed to districts and
Hoa Binh city. Many key agricultural products such as sugarcane, longan,
banana, and citrus fruits have been sold to demanding markets like Japan, the
Republic of Korea, and the EU.
Large and concentrated commodity production areas with highly intensive
cultivation conditions have been developed across the locality, including
orange cultivation areas in Cao Phong, Kim Boi and Lac Thuy, contributing to
improving the incomes of local farmers.
Hoa Binh has so far had 73 communes recognised as new-style rural areas,
accounting for 56.58% of the total; 21 advanced new-style rural communes, one
modelnew-styleruralcommune, 60 model residential areas, and
174 model gardens.
Hoa Binh province has developed 123 products meeting the standards of the
"One Commune, One Product” (OCOP) programme, including 99 given three
stars and 24 with four stars./.
Dao Village’s honey – a product certified with a 3-star OCOP (One Commune One Product) rating by Thong Nhat Agricultural Cooperative in Dao Village (Hoa Binh City) – is highly regarded by consumers for its quality, richness, and variety in packaging. The distinctively sweet taste of Dao Village’s honey leaves a lasting impression on anyone who has tried it.
In alignment with Project No. 07-DA/TU, issued by the Hoa Binh provincial Party Committee on November 1, 2021, Lac Thuy district has actively promoted investment and supported the sustainable development of its industrial and handicraft sectors during the 2021–2025 period. Alongside this, the district has remained committed to preserving and revitalising traditional craft villages.
Located in the northern part of Lac Thuy district, with a temperate climate and fertile soil, Phu Thanh commune has great potential and advantages in growing tea. The long-standing experience, combined with strict adherence to organic farming practices in the tea gardens, ensures that the dried tea products from Phu Thanh and Lac Thuy as a whole are sold out immediately upon production, providing a stable and prosperous life for the local people.
Amid efforts to streamline the administrative apparatus, Hoa Binh province has intensified measures to address challenges in land clearance, resettlement support, and infrastructure investment, aiming to speed up the progress of key projects.
Hoa Binh province has posted an unprecedented economic growth rate of 12.76% in the first quarter of 2025, marking its highest quarterly performance to date and positioning it as the second fastest-growing locality in the country, trailing only Bac Giang province.
Under current regulations, products in the One Commune – One Product (OCOP) programme that are rated three stars or higher must undergo re-evaluation every three months. However, in reality, some of these products fail to consistently meet the required standards, raising concerns about the sustainability of their OCOP certification. This underscores the urgent need for producers to enhance product quality and gradually develop their OCOP products into strong, marketable brands.
