(HBO) - On April 13 morning, the provincial People's Committee worked with a delegation of the Government Office led by Nguyen Duy Hoang, Deputy Director of the Administrative Procedures Control Department, on innovating the implementation of single-window, and inter-sectoral single-window mechanisms in handling administrative procedures. The Hoa Binh side included Nguyen Van Chuong, Vice Chairman of the provincial People's Committee; and leaders of relevant departments and sectors.

Currently, the province's system for handling administrative
procedures has been connected across all three levels of administration
(province, district, and commune). The system is providing 1,113 fully online
public services and 745 partially online services. As of March 31, the province
had provided 1,343 out of 1,868 public services online on the National Public
Service Portal, equivalent to 71.9%.
At the meeting, the province proposed the Government Office
urge ministries and sectors to soon standardise the process and complete the
integration of essential services that have not been implemented on the
national portal, and guide localities in how to promptly implement them at the
request of the Government and the Prime Minister.
It suggested the Ministry of Home Affairs study and announce
the adjustment of the handling time for a number of administrative procedures
related to civil servants, and emulation and commendation; and the Ministry of
Natural Resources and Environment study and publish land-related procedures under
the jurisdiction of localities, applicable to localities with mountainous
communes, and remote and extremely difficult areas.
Hoang recognised results Hoa Binh has achieved in
implementing the single-window, and inter-sectoral single-window mechanisms in
handling administrative procedures. He proposed the province promote the
application of information technology in solving administrative procedures to
reduce the workload for civil servants; strengthen the management over
procedure reception and settlement; and step up digitalisation in these works,
thus contributing to well implementing contents as directed by the Government
and the Prime Minister.
Chuong said that the meeting has helped the province
evaluate the implementation of these mechanisms in solving administrative
procedures in the locality.
He suggested the specialised agencies of the Government
Office open a training course for the province, wishing that the delegation
will continue to support the province in administrative reform, towards the
satisfaction of local people and businesses, contributing to socio-economic

Amid efforts to streamline the administrative apparatus, Hoa Binh province has intensified measures to address challenges in land clearance, resettlement support, and infrastructure investment, aiming to speed up the progress of key projects.
Hoa Binh province has posted an unprecedented economic growth rate of 12.76% in the first quarter of 2025, marking its highest quarterly performance to date and positioning it as the second fastest-growing locality in the country, trailing only Bac Giang province.
Under current regulations, products in the One Commune – One Product (OCOP) programme that are rated three stars or higher must undergo re-evaluation every three months. However, in reality, some of these products fail to consistently meet the required standards, raising concerns about the sustainability of their OCOP certification. This underscores the urgent need for producers to enhance product quality and gradually develop their OCOP products into strong, marketable brands.
