(HBO) – With 10 projects and 36 subprojects, Hoa Binh's project on socio-economic development in ethnic and mountainous areas programme for 2021-2025 has significantly contributed to boosting economic growth, helping reduce poverty sustainably among ethnic people in the province.

Implementing Resolution No. 120/2020/QH14 dated June 19, 2020 of the National Assembly on approving investment policy of the national target programme on socio-economic development of ethnic minority and mountainous regions in the 2021-2030 and Decision No. 1719/QD-TTg on approval of the national target programme for socio-economic development in ethnic minority and mountainous areas in the period of 2021-2030, in December 2021, Hoa Binh People’s Committee issued Decision No. 3043/QD-UBND approving a project to implement the national target programme for socio-economic development in the 2021-2025 period in the province. In the project's Phase I from 2021 - 2025, 10 component projects with a total budget of over 9.69 trillion VND (413 million USD) will be implemented.
According to Dinh Thi Thao, head of the provincial Ethnic Affairs Department, to realise the project, the department has guided localities in making lists of works in villages and hamlets proposed by local communities to submit to district-level People's Committees, which will verify and submit to the provincial authorities for annual budget allocation.
To date, over 71.3 billion VND, or 5.76% of the total planned capital, including capital transferred from 2022 to 2023, of the national target programme for socio-economic development in ethnic minority and mountainous areas has been disbursed.
The capital has been used in many projects in the fields of clean water, health care, education, rural transport and irrigation works, giving a facelift to rural and ethnic minority communes in the province.
Aware of the important role of the national target programme for socio-economic development in ethnic minority and mountainous areas, in the coming time, the department will continue to coordinate with sectors, departments, districts and city to intensify communications to create consensus in society.
The department will focus on building and perfecting mechanisms, policies, and guidelines for programme implementation, and guide localities to speed up the completion of investment procedures and disbursement of investment capital.
Besides, it will also review and give advice on amendment, replacement and abolition of legal documents related to ethnic minority policies that are no longer relevant to ensure the consistency and synchronisation of the legal system in order to carry out the implementation of the programme effectively./.
Once a mountainous province facing many challenges, Hoa Binh has, after more than a decade of implementing the national target programme on new-style rural area development, emerged as a bright spot in Vietnam’s northern midland and mountainous region. In the first quarter of 2025, the province recorded positive results, paving the way for Hoa Binh to enter a phase of accelerated growth with a proactive and confident mindset.
