The synchronize infrastructure

In Luong Son, there are currently 3 industrial parks (IPs) approved by the Prime Minister, including Luong Son, Nhuan Trach and Nam Luong Son Industrial Parks. Luong Son Industrial Park has received the investment for the synchronous infrastructure, the occupancy rate of the projects has reached 100% with 43 registered and operating enterprises; including 16 FDI projects, 27 DDI projects, contributing to improving the export value, contributing to the state budget and creating jobs for about 13,500 employees (over 9,000 local employees).

As one of the key projects of the province and district, Nhuan Trach Industrial Park was implemented from July 2022, with a total planning area of over 210 hectares in 2 communes, Nhuan Trach and Cu Yen. The District’s People's Committee has actively carried out the site clearance work on 111 hectares in Nhuan Trach commune (in phase 1 the area is 34.5 hectares, in phase 2 the area is 76.5 hectares). Ms. Nguyen Thi Hong Anh, the Deputy Head of the Economic and Infrastructure Department of Luong Son district, says: The district has cleared 87.01 hectares, paying more than 500 households with a total amount of over 221.49 billion VND. The remaining area of about 102 hectares is implementing the procedures to carry out the site clearance.

In 2023, the People's Committee of Luong Son district has directed the departments, divisions and communal People's Committees to review and survey a number of the communes with the land funds and the ability to attract investment, agreeing to propose the additional planning for a number of industrial parks of the district to complete the Strategy for developing industrial zones and clusters in Hoa Binh province until 2030. Accordingly, 2 industrial parks with a total area of 652.85 hectares have been proposed to the Provincial People's Committee to supplement new planning (Thanh Cao industrial park with an area of 215.15 hectares; Tan Vinh Industrial Park with an area of 437.7 hectares), bringing the total number of the planned industrial parks in the district to 5 industrial parks with a total area of over 1,150 hectares...

Along with that, the district has reviewed and proposed to the Provincial People's Committee to supplement the new planning of 7 industrial clusters with a total area of nearly 436 hectares. In order to strengthen connectivity and attract investment to develop the industrial, urban, and service sectors, the district has reviewed the infrastructure of the industrial clusters in accordance with the province's industrial development orientation, coordinatin the implementation of the projects, the ekey projects such as the road linking Hoa Binh - Hanoi region and Son La expressway (Hoa Binh - Moc Chau), Xuan Mai - Luong Son road, the road from National Highway 6 to Nhuan Trach Industrial Park... The activities to improve the investment environment, attracting investors to survey and research investment proposals in the district is of interest and implementation.

The positive signal

With the aspiration to build an innovative homeland, in 2023, the Party Committee, the government and the people of Luong Son district have made efforts to implement many solutions to complete the highest level of set targets. The district continues to implement the general planning of Luong Son urban area until 2035, with a vision to 2045. After the Provincial People's Committee decided to approve the planning task, the district’s People's Committee has directed the survey and aerial photography of the status of the entire area in the district, organizing the conferences to collect opinions on the framework infrastructure and development orientation from the organizations, the individuals and the investors in the area.

Towards the goal of becoming a town, the urban development is given the special attention by the Party Committee and the authorities of Luong Son district. During the year, the district continued to implement 7 projects for the resource mobilization, focusing on upgrading 7 commune-level units to meet the criteria of ward-level administrative units under the town by 2025. They have directed the review and proposed the adjustments of the local general construction planning scale of 1/5000 for Luong Son town, Luong Son district until 2025, with a vision to 2035, which have been submitted to the Provincial People's Committee for consideration and decision. The basic construction projects have been directed to speed up the construction progress. They include the road to Nhuan Trach Industrial Park; embankment and rectification works for Bui river; the urban upgrading projects in Luong Son town and Hoa Son, Lam Son, Nhuan Trach, Cu Yen, Tan Vinh communes...

Mr. Nguyen Van Danh, the Chairman of the People's Committee of Luong Son District, says: Due to the general impact of the economy, the implementation of the budget revenue, especially the revenue from land, faces many difficulties, making it very difficult to complete the assigned targets in 2023. However, since the beginning of the year, the district has actively directed the implementation of the measures to promote the socio-economic development, thanks to which the district's economic situation continued to grow, the industrial production - construction, trade and export turnover has increased comparing to that of the same period in 2022; the site clearance and construction of the key projects of the province and district have been accelerated. The plans have been prepared, appraised and approved promptly, ensuring the quality, making an important contribution to the district's socio-economic development. By the end of 2023, Luong Son district has attracted 221 projects, including 23 FDI projects with a total registered capital of 304,018 thousand USD; 198 domestic projects with a total registered capital of over 34,452 billion VND.

With the synchronous implementation of the solutions, Luong Son district's appearance has become increasingly spacious and modern, becoming an attractive destination for the investors. The district has been creating the "leverage” to continue to be a growth pole in attracting investment to the province, confidently stepping on the new path.
