Hoa Binh scored the highest points in two out of the eight indicators of the Public Administrative Reform (PAR) Index ranking in 2023 that the Ministry of Home Affairs announced on April 17.

According to the PAR Index 2023, Hoa Binh province ranked 35th out of the 63 provinces and cities. In particular, its appraisal score reached 57.04/61.50 points, Satisfaction Index of Public Administrative Services (SIPAS) index 8.19/10 points, leadership and management impact assessment score 18.34/22 points; and impact assessment score on socio-economic development 4.32/6.50 points. The total score of the PAR index of Hoa Binh province is 86.89/100 points. 

 

Notably, through the assessment of eight component indexes of PAR Index 2023, Hoa Binh province leads localities in the country in two indicators – the administrative reform steering (100 points) and the public administrative procedure reform (99.93%).

The above results show that the development of e-government and digital government in Hoa Binh province has seen many positive changes, particularly in digital transformation, the development and operation of the national and specialised databases; and an improved legal framework. Online public services are offered and used practically, resulting in benefits to people and businesses. 

The PAR Index evaluates the performance of the 63 cities and provinces, as well as 17 ministries and ministerial-level agencies.

It is determined based on eight indicators includingadministrative reform steering, formulating and implementing legal documents, public administrative procedure reform, State mechanism reform, building and improving the performance of staff and public officers, State administrative apparatus reform, administrative modernisation, and one-stop-shop mechanism.
