Recently, non-cash payment in the province has developed quite strongly, being present in most business, buying and selling and exchange activities. Non-cash transferring activities not only take place in the stores, the service and manufacturing establishments, but they are increasingly popular in many small businesses, something that was rare in the past.

Ms. Nguyen Thi Hao, a small business household on Da Giang dike, Phuong Lam ward (Hoa Binh City) says: As a store selling sugarcane juice, baked potatoes, tea, and meat skewers, in the past the main payment method was cash. However, for the request of many customers, I have opened an account so customers can transfer money, which is both safe and convenient. I also go shopping by bank transfer.

According to Ms. Hao, recently, about 50 - 60% of the store's customers (mostly students) made purchases by bank transfer. Many small business households have approached and participated more in the form of non-cash payments. The use of non-cash payment methods in the society forms the habits of the people in urban areas, and it has gradually been developing in rural and remote areas, and in all areas of social life.

The leaders of the State Bank at the provincial branch say that the average annual growth rate of non-cash transactions is about 20%; The number of adults with bank accounts is 660,780 people, reaching 75%; The rate of people using online payment reaches over 35%. The total number of the budget-using units that have made individual payments via account reaches 100% (1,202 units); 100% register, declare and pay taxes electronically; The rate of collection of electricity bills from non-cash payment reaches 75.8%, the water bill is 58.6%; the tuition fees and other revenues from commercial business reach 21.2%. The total number of customers registering and using the Mobile-Money service reaches over 87,000 customers.

Implementing Plan No. 18/KH-UBND, dated February 2, 2023 of the Provincial People's Committee on implementing non-cash payment of the social security policies for commercial businesses in the province, currently there are 4 units (Agribank; Vietinbank; LPbank and Viettel Hoa Binh) coordinating with the Department of Labor, Invalids and Social Affairs to implement non-cash payment of social security policies throughout the province. Basically, implementing non-cash payment methods has many advantages and it has received the support from the main preferential beneficiaries.

According to the Project on developing non-cash payment centers in the province for the period 2022 - 2025, the province is trying to implement non-cash payment centers in e-commerce at 50%; 80% of the people aged 15 and over have the transaction accounts at banks or other authorized organizations; Increasing the people's access to payment services. It is necessary to increase the average growth rate in the number and value of non-cash transactions to 15 - 20% a year; Increasing the average growth rate through the mobile phone channel in terms of number of transactions to 50 - 60% a year and transaction value reaches 60 - 80% a year.

In addition, for the public services, 70 - 80% of the educational establishments in urban areas accept the tuition payment by non-payment method; 60% of the medical examination and treatment facilities in urban areas accept non-cash payment for medical services; 40% of the people receiving pensions, social insurance benefits, and unemployment benefits in urban areas are paid through non-cash payment methods.

The State Bank of the provincial branch continues to coordinate with the relevant agencies to promote the development of non-cash payments associated with the digital transformation, strengthening the implementation of social security payments by using non-cash payment methods under the direction of the Provincial People's Committee; Implementing Decision No. 2345/QD-NHNN, dated December 18, 2023 of the State Bank of Vietnam on implementing safety and security measures in online payment and bank card payment, being effective from July 1, 2024. It is also important to continue strengthening the risk management measures in bank card payment activities, online payments... ensuring security and safety of information technology systems. It is suggested coordinating with the relevant agencies to develop non-cash payments, popularizing the comprehensive finance, exploiting thepeople's information online through electronic identification accounts and VNeID applications.
