Implementing the criteria on the form of production organization in the program for building New Rural Areas, the Party committees and the provincial authorities at all levels have strengthened the direction and implementation of land consolidation and land exchange.
The Provincial People's Committee issued Plan No. 141, dated November 6,
2018, on land consolidation and land exchange. A maximum of nearly 4,700
hectares has been accumulated in the whole province so far, reaching 30.16% of
the area capable of consolidation. The forms of land consolidation and land
exchange have been implemented flexibly by the localities, in accordance with
the soil conditions, topography, and farming practices of the people.
The localities have also strengthened the recommendations for a
reasonable soil layout, which is consistent with the results of the soil
investigation project and adaptive classification of agricultural land in the
province.

From just 16 certified products in its inaugural year to 158 by early 2025, the One Commune One Product (OCOP) programme in Hoa Binh province has followed a steady and strategic path. But beyond the numbers, it has reawakened local heritage, turning oranges, bamboo shoots, brocade, and herbal remedies into branded, market-ready goods - and, more profoundly, transformed how local communities value and present their own cultural identity.
