The goal of completing the criteria for the advanced new rural commune in 2024 has been implemented by the officials and residents of Tan Vinh Commune (Luong Son) with the concerted efforts and specific actions.


Currently, 100% of the main roads and roads connecting the villages in Tan Vinh commune have been solidified, facilitating the convenient trade.

Arriving in Tan Vinh, the first impression upon arrival is the extensive system of concrete and asphalt roads connecting residential areas and hamlets. At night, the main roads are illuminated by the smart lighting systems. Additionally, flowers and shade trees planted along the roads ensure the criteria of brightness, greenery, cleanliness, and beauty.

Mr. Nguyen Phung Chien, the Vice Chairman of the People's Committee of Tan Vinh commune, says: "The locality recognizes that the sooner the goal of an advanced new rural area is achieved, the sooner the people benefit. Therefore, the commune's authorities have proposed the fundamental solutions to accelerate the progress of the criteria, including mobilizing the socialized resources to invest in building the standardized infrastructure. With the active involvement of the entire political system, over the two years, 2023 and 2024, the entire commune has mobilized over 7.5 billion VND, with the people contributing nearly 2 billion VND to complete the investment in the infrastructure criteria such as the clean water facilities, the lighting systems, the drainage ditches, and the environmental sustainability”.

The criteria for the advanced new rural area require high standards and substantial resources with the interconnected and supportive efforts. Therefore, from the beginning of 2023, the commune proactively developed the detailed programs and plans to implement each content, indicator, and criterion for each quarter and month, especially building the framework plans for the commune and each hamlet. This allowed for the detailed execution of the plans. Recognizing that the people as the main force in building new rural areas, the propaganda efforts about the content, requirements, and organization of the criteria were spread to ensure that the people understood and joined in the united efforts. 

In the first six months of this year, each hamlet has conducted propaganda through the loudspeaker systems, on Zalo groups, and during meetings of the various organizations six times, creating a lively competitive atmosphere for building advanced new rural areas among the hamlets. Specifically, this year, seven flowered roads with a total length of over 3.1 km have been renovated, cared for, and protected; eight roads with a length of about 5.6 km have been landscaped and maintained. The entire commune planted 1,970 dispersed trees; organized environmental sanitation, cleared drainage ditches, and collected waste in 100% of the hamlets, collecting 1.5 tons of waste and clearing 8.5 km of transportation roads, with over 500 turns of participants.

Mr. Truong Ngoc Khanh, the Party Secretary of Rut Hamlet, Tan Vinh Commune, says: "The policy of building the advanced new rural area has received the high agreement and support from the residents. Some households, even those beyond the age required to contribute, still volunteered. This core spirit motivates the entire hamlet. The officials and residents of Rut Hamlet have clearly identified that building the new rural area is a joint effort between the State and the people, however, the direct beneficiaries are the people”.

According to the evaluation of the departments and sectors, by the end of the first quarter of 2024, Tan Vinh had completed 19 out of the 19 criteria for an advanced new rural commune in Hoa Binh province for the period of 2021-2025. Recently, the Provincial Council for Appraisal and Recognition of Standard, Advanced, and Model New Rural Communes voted to recognize Tan Vinh as an advanced new rural commune.

"The results achieved in building the advanced new rural commune are not only reflected in the "hard” criteria but more importantly, they demonstrate the concerted efforts and the unity of the officials and the people in Tan Vinh to build a more prosperous and happier life. The commune continues trying to achieve the model new rural criteria in 2024”, says the Vice Chairman of the People's Committee of Tan Vinh Commune.
