The Standing Board of the Hoa Binh provincial Party Committee has issued Conclusion No.1036-KL/TU, assessing the progress of Project No. 08-DA/TU which was launched in November 2021 on services development in the province for the 2021 – 2025 period.


 Hoa Binh’s natural tourism resources and unique cultural tourism are attractive to investors.

The conclusion indicated that, after three years of implementing the project, the service sector has achieved significant results, playing a crucial role in the province's economic growth and budget revenue.

Tourism has evolved towards a more professional model, integrating with industrial and agricultural development, preserving and enhancing cultural and historical values, protecting the environment, creating jobs, and maintaining political stability.

In June 2024, the service sector was estimated to account for 35.45% of the provincial economy. Planning and zoning efforts have been adapted to meet the province's development needs as outlined in the Hoa Binh province development plan for 2021-2030, with a vision to 2050.

Yet, challenges remain in the development of services and tourism such as the poor harmony in socio-economic, transportation and tourism infrastructure.

The tourism sector is struggling with producing attractive and high-quality tourism products, and has yet to achieve its goal of becoming a leading driver in the province's socio-economic development.

To effectively continue the implementation of the project and achieve the goals set by the 17th provincial Party Congress for the 2020-2025 term, the province has outlined eight key tasks, namely enhancing communication in order to raise awareness among officials, party members, the public, and businesses on the benefits of service development, particularly tourism; strengthening state management to expedite administrative processes, and solve policy issues to accelerate project implementation; boosting human resources development to help build a skilled, well-balanced workforce in the service sector to meet market demands; infrastructural investment; upgrading tourist sites and creating high-quality tourism products; promoting investment; developing telecommunications; and facilitating investment.

These measures aim to tackle current challenges and capitalise on growth opportunities in the service sector, especially tourism, to achieve the province’s development goals.
