A project to build the Cuoi Ha ecological urban and entertainment area and cable car system in Kim Boi and Cuoi Ha communes is one of the two major projects of Hoa Binh in Kim Boi district. Currently, the local administration is working to speed up ground clearance for the project and the construction of resettlement areas for affected people, thus supporting the investor in implementing the project.


Kim Boi district’s Land Fund Development Centre makes land inventory and assessment in Coc Lam village, Cuoi Ha commune.

The project is invested by Sun Hoa Binh Limited Liability Company with a total capital of about 6.65 trillion VND (261.6 million USD). Covering 189.01 hectares, the project is capable of hosting 10,900 people.

On August 20, 2024, the People’s Committee of Kim Boi district issued a notice on land recovery for the project’s implementation. From August 28, the district’s Land Fund Development Centre started to conduct measurement of land areas and counting of assets on land. To date, 60.92 hectares of land of 368 households have been counted. Kim Boi district has set up working teams to conduct communications activities to call for local officials and residents’ support to the project.

According to Quach Van Mau, head of residential area No.2 in Coc Lam village, Kim Boi commune said that the village has 449 households, most of them affected by the project. About 90% of the farming land is likely to be acquired for the project. Locals were worried about their future livelihoods. However, after receiving explanations from local officials, they have actively engaged in land clearance for the project.

Bui Thanh Ha, Deputy Director of the district’s Land Fund Development Centre said that site clearance work is facing many difficulties, especially regarding compensation due to the differences in farming land prices in different communes. Currently, the investor is coordinating with relevant agencies to build resettlement areas, schools and cemeteries.

Meanwhile, Kim Boi district has proposed Hoa Binh province to build a new land price range to replace the old one to deal with this issue. Recently, the provincial Steering Committee for major projects has assigned Kim Boi and Lac Son districts to speed up ground clearance for the project and complete the work by October 30. The localities were asked to step up the construction of resettlement areas and announce their planning schemes and encourage local people to give space for the project.

Meanwhile, Sun Hoa Binh was requested to expand roads to local cemeteries, and help affected locals with vocational training and employment. The firm is expected to start construction of the project within 2024.
