Hoa Binh police are collecting public feedback on amendments to the 2013 Constitution via the national identification app VNeID. This innovative approach marks a giant leap towards modernising grassroots democracy and enhancing transparency in public consultation.

On the evening of May 13, many residents gathered at the cultural house of residential area No.9 in Dong Tien ward, Hoa Binh city to give their feedback through the platform with the support of local police and administration.

According to head of the residential area Nguyen Van Mung, the area has 225 households and around 780 residents. With on-site support from police officers, even elderly residents could install, log in, and use the VNeID app to submit their feedback.

Lieutenant Colonel Kieu Kien Trung, deputy chief of Dong Tien ward Police, said from May 12 to 13, all officers were dispatched into neighborhoods, offering assistance with feedback submissions and integration of their personal documents on the app.

The drive stems from plan No. 256/KH-CAT-PC06, issued by the Hoa Binh Police on May 9, 2025, aiming to promote digital participation and ensure citizens’ right to be involved in law-making. The document targets at least 90% of residents with level-2 verified VNeID accounts to submit feedback by May 25. A comprehensive communications campaign has been rolled out across media, social networks, and residential areas, with daily progress reporting in place.

As at 16:00 on May 13, Hoa Binh province climbed to sixth in the national rankings for the number of citizens submitting constitutional feedback via the app.
