The Hanoi municipal People's Committee has continued to propose that the Ministry of Transport consider the elimination of the northern Thang Long - Noi Bai toll station.

Their reasoning is that the toll station is conducting fee collections
to reimburse investment capital for the build-operate-transfer (BOT) project on
building the National Highway 2 bypassing Vinh Yen city in Vinh Phuc province
but it is located on the northern Thang Long - Noi Bai highway, now named as Vo Van Kiet Street
in Hanoi’s
suburban district of Soc Son.
For years, Hanoi residents
have suggested the Hanoi
municipal People's Committee and the Ministry of Transport submit to the
Government the removal of the toll station because they have to pay toll fees
for the BOT project in Vinh Phuc without using the bypass.
Previously, in 2013, the Ministry of Transport sent two
requests to the Prime Minister, asking for a relocation of the BOT toll station
to the National Highway 2 which is under the scope of the BOT project,
otherwise the State will buy the project. However, the request was rejected.

Vinh Yen city in Vinh Phuc province was approved by the Government and the
investors use the northern Thang Long - Noi Bai toll station to recover their
investments.
The toll station was officially handed over to investors
to reclaim investments from January 1, 2011 with a payback period of 16 years
and 10 months.
