(HBO) – When the Minister of Public Security issued Direction No. 05 in 2013, the police of the northern mountainous province of Hoa Binh devised Plan No.105 to implement the instruction.


The office of security and investigation of the provincial police earned the leading unit flag in the emulation campaign initiated by the Prime Minister in 2017 as all members bear in their mind the teachings of Uncle Ho and apply them in their training and missions.

With the spirit of "Paying heed to grass-root level, working for the people”, the simplification of administrative has been effectively implemented by the provincial police, which reduces time for identity card issuance from 15 days to 5 days. In addition, the card will be delivered to citizens by post.

Meanwhile, the process of certification for businesses that meet food safety standards is lowered from 10 days to 4 days, while that of vehicle registration downed from 5 to 2 days.

Especially, with the motto "finishing tasks, not just working till the end of office hours”, the provincial police receive local residents every Saturday, which changes the relations between the police and agencies, organisations and people, as well as working method, creating positive public opinion.

From 2013 till now, the rate of successful investigation hit over 80 percent annually, while that of serious and extremely serious cases stood at 99.8 percent. Notably, the police quickly dealt with the murder and robbery and falsifying a traffic accident in Thung Khe (Mai Chau district), busted an inter-provincial group of criminals that attempted to steal assets from safes.

Provincial police also discovered the hideout and arrested an international wanted suspect Nguyen Thi Binh and extremely dangerous death row inmate Nguyen Van Tinh, who escaped from T16 prison of the Ministry of Public Security; and joined hands with C47 department on drug crimes to crack many cases.

In the five years of 2013-2018, during time of the campaign "People’s police strive to learn and carry out six teachings of Uncle Ho”, various exemplary organisations and individuals with brilliant minds and courage were recognised by the Party, State, Party committees at the province and local authorities. People sent 107 thank-you and compliment letters for excellent services of the police, while 1,417 organisations and 2,319 individuals were honoured./.
