(HBO) - Bui Van Hoai is Secretary of the Ho Chi Minh Communist Youth Union of Chi Thien commune - a disadvantaged locality of Lac Son district in the northern mountainous province of Hoa Binh. He is the only youth union cadre of Hoa Binh to be presented with the Ly Tu Trong Award in 2018.

In 2007, when he was 23 years old, Hoai was elected to Vice Secretary of the Ho Chi Minh Communist Youth Union of Chi Thien commune. After five years, with the credibility of local youths and Hoai’s contributions and efforts in the local youth movement, he was elected as secretary of the commune’s youth union.

In his new position, Hoai affirmed his leadership role by taking advantage of the support of the Party Committee, administration and youth union members in the commune to promote movements of the local youth union

In the past three years, the commune’s youth union and Hoai were presented certificates of merit by the provincial youth union and the Ho Chi Minh Communist Youth Union’s Central Committee for excellent achievements in the youth work and movements.


Upholding the role of a youth leader, Hoai led the local youth union to receive many volunteer teams to conduct activities in the locality. All related works were carried out safely and effectively, and received appreciation from the people.

He has contributed to concretising movements launched by higher-level youth organisations. Under his leadership, Chi Thien commune’s youth union implemented meaningful and practical activities such as repairing roads, interior field canals, and constructing one kilometre of road, contributing to promoting the movement of new-style rural area development in the commune.

The commune’s youth union also arranged entertainment activities for over 2,000 children, presented gift to 110 policy beneficiary families and disadvantaged households as well as over 500 poor students with outstanding academic achievements. Members of the commune’s youth union contributed over 400 working days for policy beneficiary families on the occasion of theWar Invalids and Martyrs Day (July 27).


The youth union of Chi Thien commune also organised seven art performance exchange programmes, 11 volleyball tournaments and five men’s  football tournaments for youths and children in the locality./.
