(HBO) - Over the past years, the coordination between three forces – forest rangers, police, the military – in forest protection and forest fire prevention and fighting in Hoa Binh city has proved effective.

Hoa Binh City has 8,800
ha of forest and forestry land, of which over 5,550 ha are covered by forest.
Fourteen out of the city’s 15 communes and wards have forests. About 5,000 ha
of forests are at risk of bush fires, with rocky mountain and boundary areas at
high risk.
For many years, Hoa
Binh City has well maintained the coordination among three forces, namely
forest ranger, police and the military, in ensuring political security, social
order and safety as well as in forest protection and fire prevention and
fighting in the locality. Forest rangers strictly follow the tri-partite
coordination plan to enforce regulations on forest management and protection,
forest fire prevention and fighting. The force has organized defensive drills
in combination with forest fire fighting in Su Ngoi commune, worked with the
police, the military and People's Committees of Yen Mong and Hoa Binh communes
to hunt for deforestation criminals in the boundary area between Hoa Binh city
and Da Bac district. The forest ranger forces also coordinated with functional
agencies to handle deforestation in the Bua Lau - Nui Co area, Hoa Binh
commune; and conducted inspections to detect the illegal trading and transport
of forest products in the locality.
Every year, the forest ranger force advises the
city People's Committee in building and implementing plans on forest protection
and fire protection and fighting. It also assisted the local authority in monitoring
forest resources and implementing working programs. The forest ranger force has
helped the People's Committees of 14 communes and wards in strengthening the Steering
Boards on forest protection and development, while maintaining 96 community-based
teams for forest protection and forest fire prevention and fighting with 905
participants. The Steering Boards of communes and wards have well organized
communication activities, kept a close watch on changes in forest resources, conducted
patrols of key areas at high risk of fires, stayed prepared to handle fire
situations, and guided forest owners in implementing regulations on
agricultural production, and closely managed the use of fire in forests in the
dry season.
The emulation movement "Hoa Binh joining hands to build new-style rural areas” has been widely spreading, becoming a driving force that motivates the localities to renew rural landscapes and improve the material and spiritual lives of the residents. In this movement, the people play a central role-both as the main implementers and direct beneficiaries of its outcomes.
