Duong Xuan Manh, Chairman of the Lac Thuy
People’s Committee, said to help members promote livelihoods, the district
Farmers’ Union has ordered its subsidiary units to encourage farmers to
restructure plant and animal husbandry. The units have also been told to reform
advisory activities; the provision of capital, seeds, breeds, scientific and
technical advances, and vocational training; as well as job creation for
members. These activities have helped connect farm produce and food production
and business models in the district while actively supporting start-up ideas.
Identifying the support fund for farmers as an
important resource for helping members develop agriculture, all-level farmers’
unions have stepped up communications to raise cadres and members’ awareness of
developing capital sources for the fund. To ensure its effective use, they also
proactively set up the boards for fundraising and fund control and make annual
plans for the fund use. As a result, the Lac Thuy support fund for farmers is
now worth more than 4.5 billion VND.
Thanks to the fund, the district Farmers’ Union
has formed 10 projects offering loans for agricultural development.
For example, Bui Thi Nhan, a resident in Trang
Son hamlet of Khoan Du commune, was given a no-interest loan of 20 million VND
(867 USD) which helped her family purchase a heifer. After two years, the sale
of two calves of that cow enabled them to repay the original debt. This means
of livelihood promises a considerable source of income for Nhan’s family to
improve their living standards.
To provide capital assistance for member
farmers, the union has also worked with relevant sectors to take many concerted
measures such as coordinating with Agribank to lend over 245 billion VND to
1,895 members, with the Vietnam Bank for Social Policies to lend nearly 73.5
billion VND to 1,900 members, and with Lien Viet PostBank to give 1.9 billion
VND in loans to 23 households.
Farmers’ unions at all levels have also fostered
a movement that encourages farmers to emulate in production and business and
help one another in sustainable poverty alleviation.
To uphold achieved attainments, the Lac Thuy
Farmers’ Union is set to increase mobilising and capitalising on resources and
supplying advice on production and business plans in the time ahead. It will
also strongly associate the funding provision with the monitoring of capital
use while equipping farmers with scientific and technical knowledge, thereby
creating conditions for members to sustainably escape from poverty and
contribute to the implementation of a plan on agricultural restructuring
towards higher added value and sustainable development./.
