(HBO) - That isthe direction of Mr. Bui Van Khanh, theChairman of the Provincial People's Committee, theHead of the Provincial Steering Committee for Education and Training Innovation at the first meeting of the Steering Committee to discuss thekey issues to improve theefficiency of implementing the new general education program. The program is expected to make an effective contribution to the fundamental and comprehensive renovation of education and training, meeting the requirements of the period of renovation and international integration.

Together with the whole country, since the school yearof 2020-2021, the province has been implementing a new general education program. The first highlight of the program is the development and compilation of thelocal educational materials. According to the assigned tasks and ensuring the prescribed schedule, the Department of Education and Training has presided, coordinated and organized the compilation and completion of the local education document content for grade 1 before August 2020. After that, they have trained for 100% of first grade teachers in the school year of2020-2021 on using thematerials and integrating them into thesubjects and theeducational activities. For the tasks of the school year of 2021-2022 and according to the planned schedule, the Department of Education and Training has completed thelocal education materialsforthe grade 2 of the 2021-2022 school year to submit to the Ministry of Education and Training for approval. The work of building thelocal education materials for grade 6 has also been basically completed, ensuring in the new school year there will be materials for grade 6 in the new school year.
After many efforts, the Department of Education and Training has completed the task of selecting textbooks for grades 2 and 6 to ensure the set plans. Promoting its well role, the Department of Education and Training has advised the Provincial People's Committee to issue a decision on approving the list of textbooks for grades 2 and 6 in the general educational institutions in the province from the school year 2021 - 2022. Up till now, the lists of the textbooks have been published, and the publishers have coordinated to provide full textbooks so that the school year 2021 - 2022 continues to be an important milestone in implementing the provincial roadmapof the general education reform.
Recognizing the involvement of the education and training sector during the initial period of implementing the new education program, Mr. Bui Van Khanh, Chairman of the Provincial People's Committee, hasnoted two core issues that need to be improved in the coming time. Firstly, it is to review the quantity and improve the quality of the contingent of managers, teachers and employees to meet the requirements of the task. Secondly, it is to mobilize and make good use of theresources to invest in teaching facilities and equipment. In the current difficult situation, he hassuggested that the education and training sector promote its core role, actively implement thekey tasks, effectively implement the new educational programstep by step, and creat a solid foundation so that the whole province will promote the fundamental and comprehensive renovation of education and training in the following years.
According to the reviewed results of the Department of Education and Training on the contingent of managers, teachers and staff implementing the new generaleducational program, the management staff and teachers in the province have basically met the quality standards and they have been structurally reasonableup till now. Most of them haveprofessional capacity, enthusiasm, self-improvement, and is ready to implement the new generaleducational program. Notably, the sector has selected a team of key staff and teachers to be the core in fostering and training the implementation of the new generaleducational program. 100% of the core staff has fully participated in the trainings organized by the Ministry of Education and Training, in which, theteachers directly teaching grades 1, 2, and 6 are given priority to participate in training classes to improve their professional qualifications and meet thejob requirements. Currently, the Department is actively directing theunits and theschools to continue reviewing and re-evaluatingthe current situation of themanagement staff and theteachers implementing the new generaleducational program based on the subject system, the educational activities, the length of education of each level in the new general education program. On that basis, it is necessary to determine the needs for the management staff, theteachers and thestaff at each grade level, class, and subject according to the roadmap in order to have additional plans for training and retraining so that this team can better meet the job requirements.
Regarding theinvestment in thefacilities and teaching equipment, the Department of Education and Training has advised the Provincial People's Committee to issue Plan No. 138/KH-UBND on the implementation of the Projectensuring thefacilities for the preschool and generaleducational program in the period of2019 - 2025. At the same time, it is important to focus on implementing solutions to mobilize theinvestment resources to implement the new general educational program according to the prescribed roadmap. According to the Department of Education and Training, in the spirit of overcoming difficulties and trying to fulfill their tasks well, the Department of Education and Training has directed theschools to proactively adjust, allocate and arrange to improve the efficiency of using theschools’ facilities and techniquesmeetingthe requirements of theinnovation; the arrangement of subject classrooms, practice rooms, and experiments have been prioritized; the current lists of minimum educational equipment hhave been reviewed, adding really necessary equipment, and educational equipment with digital applications to improve the efficiency and save costs. Those are thepractical solutions to overcome difficulties, tryingto both implement the right roadmap and ensure the quality requirements for the implementation of the new generaleducation program, creating a prosperous appearance for the province's education and training sector in the coming years.
