(HBO) - On October 1st, Vietnam Social Insurance held a nationwide online conference to implement Resolution No. 116/NQ-CP, dated on September 24th, 2021 of the Government on policies supporting employees and employers affected by Covid-19 pandemics from the unemployment insurance fund. Mr. Nguyen The Manh, the General Director of Vietnam Social Insurance chaired the conference. At the provincial online point, there were representatives of the leaders of the provincial social insurance, the departments and the divisions of the districts.

Accordingly, the social insurance implements the policy of reducing the contribution to the fund of the unemployment insurance from 1% to 0% of the monthly salary fund of the employees who are participating in the unemployment insurance. The subjects of application are the employers specified in Article 43 of the Employment Law and participate in the unemployment insurance before October 1st, 2021, excluding: the State agencies, the political organizations, the socio-political organizations, the people's armed forces; the public non-business units whose regular expenditures are guaranteed by the State’s budget as prescribed in Clause 4, Article 9, Decree No. 60/2021/ND-CP dated on June 21st, 2021 of the Government’s regulation on financial autonomy mechanism of public non-business units. The time reducing the payment is 12 months, from October 1st, 2021 to September 30th, 2022. It does not apply to those who voluntarily do not receive the support.

Implementing the policies supporting the employees will help the employees who participate in the unemployment insurance at the point of September 30th, 2021 (named on the list of the employees participating in the unemployment insurance of the social insurance), or employees who have stopped participating in the unemployment insurance due to termination of the labor contracts, or the labor contracts are in the period from January 1st, 2020 to September 30th, 2021 with the period of the payment of unemployment insurance being reserved according to the provisions of the employment law. The employees are supported once in cash with the rate calculated on the basis of the time of paying unemployment insurance premiums at the point of September 30th, 2021 with out having received the unemployment benefits. The support level for the payment of the unemployment insurance under 12 months is 1.8 million VND a person; that for the full 12 months to under 60 months is 2.1 million VND a person; that for full 60 months to less than 84 months is 2.4 million VND a person; that for full 84 months to under 108 months is 2.65 million VND a person; that for full 108 months to less than 132 months is 2.9 million VND a person; that for full 132 months or more is 3.3 million VND a person. Implementation period: from October 1, 2021 to December 31, 2021. The social insurance provides the support within 5 working days from the date of receipt of the correct list of the employees with enough information, and within 10 days from the date of receipt of the list and adjustment file and information the employees. For the employees that have submitted a dossier of application for unemployment benefits but they have not yet received a decision to receive the unemployment benefits by September 30th, 2021, the support level is determined on the basis of the total period of the unearned unemployment insurance payment at the time of 30th September 2021.

Those who are not eligible for receiving the support are the employees working at the State agencies, the political organizations, the socio-political organizations, the people's armed forces; those who are currently working at a public non-business units whose regular expenditure is guaranteed by the State’s budget as prescribed s in Clauses 4, Article, 9 of Decree No. 60/2021/ND-CP, dated on June 21, 2021 of the Government’s regulation on the financial autonomy mechanism of public non-business units; the people who have received the monthly pension; those who voluntarily do not receive the support.
