The Prime Minister has recently approved a target program on climate change adaptation and green growth for the period of 2016-2020, aiming to tap into the capabilities of the whole country in undertaking measures to adapt to the impacts of climate change, mitigate greenhouse gas emissions and ensure the safety of life and property.



The program sets the target of planting and rehabilitating 10,000 hectares of coastal mangroves and watershed protection forests.

The program targets strengthening the climate change adaptation capacity of people and natural systems, whilst facilitating green growth, towards developing a low-carbon economy and ensuring that the enrichment of natural resources is a major trend in sustainable economic development.

Under the program, efforts will be made to complete 30 transitional projects in the PM’s Document No. 1443/TTg-QHQT dated September 19, 2012 by 2020, in addition to 42 projects to grow coastal mangroves and watershed protection forests, a number of priority projects mentioned in the PM’s Document No. 78/TTg-QHQT dated January 16, 2015, and other urgent projects.

The program also sets the target of planting and rehabilitating 10,000 hectares of coastal mangroves and watershed protection forests, with the aim of adapting to climate change, absorbing two million tons of carbon dioxide each year and creating stable livelihoods for the people.

A number of pressing projects, which aim to provide an urgent response to the impacts of natural disasters in the context of climate change, will be implemented in the localities badly damaged by natural calamities, focusing on the Mekong Delta region, the Central Highland provinces, coastal provinces and northern mountainous provinces.

The target program features four subprojects, including: 1- Implementing a number of tasks stipulated in the PM’s Decision No. 2053/QD-TTG dated October 28, 2016 on the issuance of a plan for the realisation of the Paris Climate Change Agreement; the updating and finalisation of national scenarios and plans on climate change; the dissemination of knowledge to raise the community’s responsibilities for climate change issues; and the monitoring, supervision and evaluation of the program and its climate change component; 2-Investing in adaptation projects to climate change; 3- Implementing the building of institutions and policies, and strengthening the capacity to monitor, supervise and evaluate the program’s green growth component; 4- Investing in facilitating green growth.
