(HBO) - From October 1, the social insurance sector began to implement the Government's Resolution No. 116/NQ-CP, dated September 24, 2021 on policies to support labourers and employers who are affected by the COVID-19 pandemic, using the unemployment insurance fund.

Nguyen Ngoc Son, Director of the provincial social insurance agency, said Resolution No. 116/NQ-CP reflected the concern and care of the Party and State for pandemic-hit labourers and employers, thus helping labourers overcome difficulties, stabilise their lives, and prevent disruption of the labour supply chain and labour shortage. It also assists employers in reducing costs, adapting to the new normal, maintaining production and business, creating jobs for labourers while promoting the role of unemployment insurance policy as a fulcrum for labourers and employers.

The provincial social security agency has established a steering committee for the implementation of Resolution 116/NQ-CP and the Prime Minister's Decision 28/2021/QD-TTg, and conducted communication work on the provision of support for labourers and employers affected by the Covid-19 pandemic from the unemployment insurance fund.

The province has 1,469 eligible employers that have their unemployment insurance contributions reduced from 1 percent to zero percent for 12 months (from October 1, 2021 to September 30, 2022), worth over 23 billion VND.

Meanwhile, 38,235 labourers are entitled to a benefit of between 1.8 million to 3.3 million VND per person, with the total amount estimated at 92 billion VND.

In addition, the provincial social insurance agency is planning to support 7,500 workers who have stopped paying unemployment insurance premiums due to the termination of labour contracts from January 1, 2020 to September 30, 2021.

As of October 14, the agency has sent notices and lists of 38,235 workers eligible for financial support to 1,467 employers, completing 100 percent of the target. It has made payment of benefit to 1,723 workers with total capital of over 4.3 billion VND.

The provincial social insurance agency has established a special working group to remove difficulties for businesses and employees.

The working group is responsible for inspecting and supervising the payment of benefits by social insurance authorities at district- and provincial social insurance offices. It is also assignedto study problems arising in the implementation to have timely solutions, prevent mistakes in the implementation process and report it to the Vietnam Social Insurance.

With a professional and modern software system, a centralised and unified database of the industry, the provincial social insurance agency is determined to complete the programme on schedule, contributing to reducing obstacles for businesses and employees./.
