(HBO) – So far, 100 percent of the State administrative agencies and units in Hoa Binh province have upgraded their quality management system from ISO 9001:2008 to ISO 9001:2015, obtaining positive outcomes and gradually improving the quality of public administrative services.


A civil servant of the People’s Committee of Ba Hang Doi township (Lac Thuy district) gives guidance to those who come to handle administrative procedures at the single-window division.

As one of the localities striving to apply the quality management system, Lac Thuy district has aligned ISO processes for administrative procedures with the ISO 9001:2015 standards. It has maintained surveying people’s satisfaction of the divisions for receiving administrative procedures and returning settlement results in communal-level localities. It has also publicised all the administrative procedures within the remit of the district People’s Committee on the province’s public service portal while disseminating how to submit dossiers by using Level-3 and -4 online public services.

In addition, State administrative agencies and units across Hoa Binh province has applied the "single-window” and "inter-sectoral single-window” mechanisms, thus cutting down the time needed to solve administrative procedures and improving civil servants’ performance of specialised tasks. Meanwhile, processes for handling administrative procedures have been listed on the departments and sectors’ websites so that organisations and citizens can easily look up. As a result, paperwork, time, and expenses have been reduced.

Many departments, sectors, and localities have brought down the time for handling administrative procedures by 40 - 60 percent. The rate of procedures settled on schedule by provincial specialised agencies has reached 99.8 percent, by district-level People’s Committees 99 percent, and communal-level People’s Committees 99.5 percent. Surveys revealed organisations and people’s high satisfaction of the time for handling administrative procedures, as well as civil servants’ attitude and performance, and there is no low evaluation. This has helped improve the business climate and competitiveness of Hoa Binh province.

Do Hai Ho, Director of the provincial Department of Science and Technology, said his department has issued guidance on the maintenance and improvement of the quality management system in line with the TCVN ISO 9001:2015 national standards. It has been working to promote the digitalisation of procedures, internal management processes, and task performance, along with IT application and digital transformation. Besides, efforts have been made to step up training the personnel who directly take part in the quality management system under TCVN ISO 9001:2015 so as to ensure the system is operated continuously and effective, thereby contributing to administrative reforms./.
