(HBO) – The enhancement of law dissemination, legal aid and reconciliation activities in Tan Lac district of Hoa Binh province has resulted in encouraging outcomes over the last years.

In
2017, authorities and sectors at all levels in Tan Lac have promoted law
dissemination through diverse activities so as to help improve legal awareness
among local residents.
Laws have been popularised at meetings of
agencies, organisations and residential areas, as well as training courses. Up
to 356 communication events involving 25,000 people were held, focusing on laws
that were issued or took effect recently.
The district’s justice board compiled and
distributed 50 sets of documents on a project promoting the dissemination of
basic content of the International Covenant on Civil and Political Rights and
Vietnam’s law on civil and political rights among officials, public employees,
civil servants and people between 2015 and 2020. It also distributed 50 sets of
documents popularising the 2016 Law on Children.
Legal aid has been stepped up. The legal aid
division of Tan Lac district gave advice pertaining to 21 cases and organised
six mobile legal aid events which attracted nearly 400 participants. These
activities have helped equip low-income earners, ethnic minorities and policy
beneficiaries with legal knowledge.
Meanwhile, the role of grassroots reconciliation
teams has been brought into play. There are now 239 reconciliation teams with
more than 1,500 members across the district. They have successfully handled 54
cases or 85 percent of the total they dealt with.
Other programmes and plans on law dissemination
are also underway. They include enhancing law dissemination to improve young
people’s law observance in Tan Lac; popularising anti-corruption law and the UN
Convention against Corruption among officials, public employees and civil servants;
and stepping up the popularisation of the basic content of the International
Covenant on Civil and Political Rights and Vietnam’s law on civil and political
rights among officials, public employees, civil servants and people between
2015 and 2020. Tan Lac district is also carrying out a scheme from 2017 to 2021
to boost law dissemination in some areas with many law violations.
In late October, district authorities held four
training and popularisation classes for local officials, heads of reconciliation
teams, and over 100 residents. The events focused on the laws on children,
environmental protection and food safety, and the Penal Code’s articles on
environmental crime, child abuse, gambling, drug crime, and robbery, among
others.

In late March, 29 labourers from Da Bac district were sent to work as seasonal farm workers in Buyeo county, Chungcheongnam province, the Republic of Korea (RoK). Upon arrival, they quickly settled into their jobs, enjoying good working conditions and benefits, with wages aligned with the terms of their signed contracts. The programme is now being expanded, with relevant departments and sectors actively seeking additional seasonal employment opportunities in various localities across the RoK.
Luong Son Industrial Park has invested in standardised wastewater and emissions treatment systems, enforced tight emission controls, reduced noise, dust, and solid waste, and expanded green spaces, contributing to protecting the environment and promoting sustainable development.
Hoa Binh police are collecting public feedback on amendments to the 2013 Constitution via the national identification app VNeID. This innovative approach marks a giant leap towards modernising grassroots democracy and enhancing transparency in public consultation.
A total public investment capital of 113 billion VND (over 4.3 million USD) was disbursed for a project to upgrade infrastructure and stabilise residents in the vicinity of the Da River reservoir between 2021 and the first quarter of 2025, giving a facelift to local rural areas and improving the quality of people's life.
Since the end of 2023-2024 academic year, Cu Yen Primary and Secondary School in Luong Son district has deployed e-study records for all of its 500 primary students, said the school principal Nguyen Thi Tuyen.
The Labour Federation of Hoa Binh city has actively worked to protect the rights and welfare of nearly 8,000 local workers and union members at 152 grassroots unions. Through regular dialogues, education campaigns, and welfare programmes, the federation has helped foster stable, progressive labour relations.
