Currently, there are over 228,500 children (accounting for 26.11% of the province's population) in our province. Among them, there are nearly 3,000 children with special circumstances and 54,113 children at risk of falling into special circumstances (nearly 50 thousand children from poor and near-poor households).

In order for the work of protecting, caring for and educating children to be effective, especially for children with special circumstances and difficulties, since the beginning of the year, the Provincial People's Committee has issued many documents to report, evaluate and direct. Along with that, the appropriate departments, branches, unions, and localities have promoted propaganda, training, and awareness raising of all levels, branches, families, and the whole society to join hands to protect, care and educate the children. At the same time, the relevant units regularly coordinate to implement the social support regimes, assess the support needs of the children with special circumstances and diffuculty, the children from poor households, near-poor households, difficult circumstances and children of the communes in difficult and especially difficult areas to deploy timely support and create conditions to help children access the basic social services.

With the participation of all levels, sectors and localities, the lives of children with special circumstances and difficulties are increasingly improving. The social support policies for the children receiving monthly social benefits are implemented fully, promptly and in accordance with the regulations. 100% of children under 6 years old, the children from poor households, near-poor households, and in ethnic minority areas with special difficulties are granted health insurance cards, tuition exemptions and study costs for the students according to the regulations…

Over the past time, all levels, branches and localities in the province have always tried to create equality between the children with special circumstances, difficulties, the poor children, the children in the remote areas and in the areas of the ethnic minorities with the children’s premises in general, helping them develop comprehensively in a safe and healthy environment.

Caring for children with special circumstances and difficulties is regularly carried out by the province, especially on holidays, Tet, and on the occasions of important political events of the country and the locality. Thereby, it has been spreading and replicating the beautiful actions in the community. In the first 6 months of 2023, the Provincial Children's Fund has presided and coordinated with other agencies, units, and benefactors to mobilize, donate, and give presents to the children with special circumstances and difficulties with a total value of nearly 800 million dongs. During the Lunar New Year 2023, there were 4,594 sets of gifts with a total value of nearly 2 billion VND, given to the families under the prefferential policies and the families of the children in difficult circumstances. Recently, on the occasion of the Mid-Autumn Festival, the working group of the Steering Committee for implementing the Provincial Children Protection Program visited and gave presents to the children with special circumstances and difficulties at the Thu Phuong Center for Research and Application of Educational Psychology, the provincial General Hospital, the Social Work Center and Provincial Children's Fund. Receiving Mid-Autumn Festival gifts, Kha Y Gao (raised and cared for at the Provincial Social Work Center and Children's Fund) emotionally shared: "Having the joy of celebrating the Mid-Autumn Festival, receiving many gifts and I feel very happy at the party with my friends at the Center. I thank for the love and sharing of the uncles, the aunts, and the benefactors and I promise to try to study and practice well to become a useful citizen for the country.”

According to Mr. Nguyen Thi Linh Ngoc, the Deputy Director of the Department of Labor, War Invalids and Social Affairs, the work of protecting, caring for and educating children in general, the children with special circumstances and difficulties in particular is always paid attention to by all levels, branches and localities in the province. In particular, the Labor, Invalids and Social Affairs sector regularly coordinates to review and grasp the situation of the children with special circumstances and difficulties, and on that basis, they develop timely, appropriate and effective support plans. At the same time, they always fully and promptly implement the regimes and policies related to the children, especially those with special circumstances and difficulties. They have mobilized the organizations and benefactors to support and help children' so that their lives become better and better...
