Accordingly, the Party committees and authorities at all levels as well as organisations and agencies have carried out a wide range of mass mobilisation programmes and plans to better serve the people and enterprises.

The friendly authority model has made contributions to handling shortcomings during the settlement of administrative procedures, creating confidence among people from all walks of life.

The People’s Committees at all levels have paid due regard to ensuring the implementation of democracy at the grassroots level, well organising citizen reception, handling citizens’ petitions and denunciations, and enhancing dialogues to grasp locals’ opinions and aspirations.

In the meantime, the Fatherland Front and socio-political organisations have promoted their supervision and social criticism role in the state agency’s implementation of laws and policies related to legitimate rights and benefits of local people.

The moves have helped Hoa Binh complete its socio-economic-cultural development targets and ensure local defence-security.

However, the mass mobilisation work in several organisations remains stagnant due to public servants’ poor capacity and violations. Meanwhile, administrative procedure reform in several sectors have failed to meet local requirement, resulting in the province’s lowly competitiveness ranking.

The Standing Board of the provincial Party Committee has asked the party committees at all levels to enhance leadership in the implementation of the mass mobilisation work at state agencies and authorities, and strictly carry out relevant documents from the Party Central Committee and the provincial Party Committee.

Meanwhile, the Party Delegation of the provincial People’s Committee has been requested to direct departments, branches, sectors and local authorities to sharpen focus on the implementation of the socio-economic development goals.

The "smart mass mobilisation” emulation movement should be promoted in state agencies, while the quality and efficiency of the "friendly government serving citizens” model should be improved.

Besides, it is a must to raise the awareness of the Party Committees, authorities, organisations, agencies, public servants and public employees about the significance of the mass mobilisation work in state organisations.

The province will work to improve the responsibility of the leaders at organisations, officials and party members in carrying out the mass mobilisation work, and prevent and drive back degradation in ideology, morality and lifestyle, and the phenomena of 'self-evolution' and 'self-transformation' within the party, and strictly handle officials and party members who commit violations.

Additionally, it will step up leadership and direction on administrative reform, with the focus on that of administrative procedures, enhance inspection and examination, and mete out strict punishment to any officials, public servants and public employees with wrong doings.

The Fatherland Front and socio-political organisations should promote its role in the mass mobilisation work to build the government and political system.

The province will exert efforts to better address citizens’ petitions and denunciations, while keeping a close watch on and examining the implementation of the Party and State’s documents on mass mobilisation work in state agencies and authorities at all levels.
