The project using ODA capital from the Saudi Fund for Development was approved by the provincial People's Committee in Decision No. 2653/QD-UBND, dated October 31, 2013, and its adjustment was approved in Decision No. 1164/QD-UBND, dated August 18, 2014. It has a total investment of 20.8 million USD, of which 10.5 million USD is from the Saudi Arabian fund’s ODA loan, and 10.3 million USD from Vietnam's counterpart fund. The capital has been spent on constructing the two buildings of the internal medicine – infection control department and the oncology - rehabilitation department with 260 beds, purchasing modern medical equipment, and training and improving the quality of hospital officials and staff.

The internal medicine – infection control department’s building was handed over and put into use at the end of 2020 with a scale of nine floors and 180 beds. Meanwhile, the oncology - rehabilitation department’s building was handed over in August 2023, and is in the process of purchasing and installing medical equipment and machinery systems. It is expected to be put into use by the end of 2024.

When all project items are completed, the total number of beds at this hospital will increase by about 35% (over 1,000 beds), helping raise the total number of hospital beds in the province by 12%.

Nguyen Van Toan, Standing Vice Chairman of the provincial People's Committee, affirmed that the assistance from the Saudi Fund for Development has made an important contribution to perfecting facilities and improving the quality of medical examination and treatment of the provincial health sector in general and the general hospital in particular.

As a mountainous province with many difficulties and limited investment budget for various fields, Hoa Binh province hopes to continue receiving support from the fund to implement community-based projects, contributing to ensuring social welfare and promoting local socio-economic development.
