A supervisory delegation of the Ministry of Labour, Invalids and Social Affairs (MoLISA) led by Deputy Minister Le Van Thanh examined the implementation of the national target programme on sustainable poverty reduction for the 2021 - 2025 period in Hoa Binh province on December 18.

billion VND (205,500 USD), was completed in July 2023.

implementation of the national target programme on sustainable poverty
reduction.
Local officials reported that in 2023, Hoa Binh
has accelerated implementing the tasks identified by the Prime Minister and the
central steering committee for the national target programmes in the 2021 -
2025 period.
So far, the province has basically adhered to
central agencies’ regulations and guidance documents while applying a creative
and suitable approach to the programme implementation.
Of the over 447.2 billion VND (nearly 18.4
million USD) in total capital for this programme during 2021 - 2023, the
funding for 2023 is 326.67 billion VND. Hoa Binh had disbursed more than 184.3
billion VND as of mid-December, lower than the nationwide average.
The household poverty rate in the province has
been brought down by 3.09% to 9.2% as of late 2023, equivalent to 123.6% of the
target. In particular, the rate in Da Bac district has fallen 9.17% to 25.77%,
representing 146.72% of the target.
Projects, sub-projects, and activities of the
programme have been carried out actively, officials added.
At a working session the same day,
representatives of district-level People’s Committees informed participants of
the results as well as problems and difficulties facing their localities during
the implementation of the national target programme on sustainable poverty
reduction.
Deputy Minister Thanh recognised Hoa Binh’s
efforts in carrying out the programme, especially in surpassing the household
poverty reduction target.
He asked it to speed up capital disbursement for
the sub-projects with a low disbursement rate, adding that the supervisory
delegation will submit the province’s proposals to the Government and the
National Assembly.
On behalf of the local leaders, Vice Chairman of
the provincial People’s Committee Nguyen Van Toan said that for the completed
facilities and projects, Hoa Binh will quickly finish payment dossiers to
ensure the disbursement progress.
Conclusions made by the supervisory delegation
will be reported to the chairperson of the provincial People’s Committee, he
noted, adding that the local steering board will convene a meeting in the time ahead
to assign tasks to related agencies and address obstacles to the programme
implementation.
Also on December 18, the MoLISA delegation
inspected the programme implementation in Da Bac district, some livelihood
models in Mit hamlet of Tan Minh commune, the upgrade and repair of Provincial
Road DH34 from Tan Minh to Yen Hoa commune, and the bridge and road leading to
Tan Minh semi-boarding junior high school for ethnic minority students.
The women's unions at all levels in Kim Boi district have been making significant contributions to the movement of building cultural life in the local community.
The movement helps improve rural look and the spiritual and material lives of local residents.
The Hoa Binh provincial People’s Committee has issued an action plan to ensure food safety, promote processing, and develop the market for agricultural, forestry, and fishery products in 2025.
In recent years, the development of rural handicrafts has not only helped preserve and promote the traditional values but it has also created jobs and improved incomes for the local residents.
