In order to implement the national target programme for socio-economic development in ethnic minority and mountainous areas, in 2023, Kim Boi district has made efforts to carry out projects in accordance with regulations and instructions of the government and the province to accelerate disbursement of assigned capital.


The inter-village road in Kim Lap commune, Kim Boi district, Hoa Binh province is invested and upgraded to meet the travel needs of people.


The cultural house of Dong Nang hamlet, Dong Bac commune, was built with capital of the national programme in 2023. Covering an area of 200 sqm, the project was put into use after four months of construction, meeting the local needs in organising cultural and community activities in the locality.

Dinh Cong Tinh, head of Dong Nang hamlet said that it’s necessary to have a spacious facility for community activities, therefore, after receiving 1.2 billion VND (49,000 USD) from the national target programme, households in the hamlet were unanimous in contributing an additional 400 million VND to build the cultural house.

Following guiding documents, the district authority has assessed the socio-economic situation of ethnic minority areas in the area and developed plans on the allocation of capital sources for implementing the national programme in the locality.

In 2023, Kim Boi district was allocated over 152 billion VND from the national target programme for socio-economic development in ethnic minority and mountainous areas. The district has used the capital tobuild essential infrastructure works and support production, culture, education-training, vocational training, women- and children-related affairs and housing and clean water supply in ethnic minority and mountainous areas.

Bui Manh Hung, chairman of Dong Bac commune’s People's Committee, said that the national target programme for socio-economic development in ethnic minority and mountainous areas has profound humane significance. The programme not only helps change the face of rural areas in the commune but also creates many support channels for people to develop production and stabilise their livelihoods.

As of December 31, 2023, 62 projects with a total investment capital of over 87 billion VND funded by the national target programme for socio-economic development in ethnic minority and mountainous areas in Kim Boi district had disbursed over 59 billion VND, reaching 70% of the assigned plan.

Of the total over 65 billion VND in capital for non-business purposes in 2022 and 2023, nearly 29 billion VND has been disbursed, reaching 43%.

The district is drastically directing the implementation of the National Target Programme for Socio-Economic Development in Ethnic Minority and Mountainous Areas to speed up progress and ensure social security in the area, thereby further improving the lives of ethnic minorities and contributing to improving living standard in rural areas and especially difficult areas.
