(HBO) - In mid-November 2022, the Police of Tan Lac District launched the model of the administrative reform at Man Duc Town’s Police station. This is the first model of the administrative reform at the commune-level piloted in Tan Lac district operating under the "one-stop shop” mechanism in order to contribute to creating a fundamental change in the administrative relations, simplifying the administrative procedures, reducing the troubles, expenses and time for the organizations and local people.
The people are transacting at the one-stop section of Man Duc town’s police station (Tan Lac).
Although the model has just been put into operation, it has confirmed its positive effect, shortening the time to deal with the administrative procedures, and it has been highly approved and regconized by the organizations and individuals the, step by step affirming the policy of building a police force, including the "regular, elite and modern” police force at the communal level.
After being instructed to access the website dichvucong.gov.vn to complete import registration procedures, Ms. Quach Thi Huyen from Cau Vai village, Mau Dong commune, Van Yen district, Yen Bai province successfully transferred to Ban Rung, Man Duc town. Ms. Huyen said: The staff on duty at the one-stop-shop is responsible, enthusiastic, and quickly handles the application in accordance with the regulations without causing troubles or harassment, so we are very satisfied.
In order for the model to come into operation effectively, the police force of the town has increased propaganda on administrative reform, so that the people can know and implement it. With the motto "taking the satisfaction of the people as a measure of the quality of administrative reform”, the police force has upholded the sense of responsibility and overcome the difficulties to serve the People.
The area of the one-stop section of Man Duc police is about 25 m2. The facilities and equipment for the job have been invested to meet the requirements. 100% of the administrative procedures related to the functions of the town’s police force (the registration of permanent residence, the temporary residence, the temporary absence, declaration of residence...) are carried out on the online public service system at level 3. The time to carry out the administrative procedures is shortened, according to the regulations, the temporary residence registration is within 3 working days, the permanent residence registration is within 7 working days. The working time of the police officers and soldiers increases according to the work solving needs of the citizens to. In addition to the reception time during the office hours from Monday to Saturday every week, they also handle the citizens' affairs after the office hours (at the legitimate request of the citizens), including Sundays and public holidays. The sense of responsibility and sense of service to the People of the police officers and soldiers continues to be enhanced, the police officers and soldiers attach their responsibilities to the interests of the People, guiding and explaining enthusiastically to the citizens, and the work attitude has highly been appreciated by the People.
According to statistics, since coming into operation, Man Duc police has received 209 applications for the permanent residence, 35 applications for the temporary residence registration, and 154 residence applications on the public service. The dossiers are guaranteed to be handled in accordance with the regulations.
Lieutenant Colonel, Mr. Chau Quang Duc, the Head of Man Duc Police Department said: The model of administrative reform and the one-stop-shop section of the police force have brought into full play, and it has received the enthusiastic response and support from the people. Thereby, it has been helping the police force improve the spirit and attitude of serving the People, gradually building and effectively practicing Ho Chi Minh's ideology, morality and style "respecting the people, being close to the people, understanding the people, learning from the people and being responsible to the people”, "Listening to what the people say, say so that the people understand, making the people believe”.
At present, the one-stop shop at the town’s police station has only deployed level 3 public services. The knowledge of the information technology of some classes of the population is not high, they do not have smartphones, which are the obstacles for deploying online public services at levels 3 and 4 in the locality. Therefore, the Public Security of Man Duc town wants the appropriate authorities to open a training course for the team implementing Project 06/CP on some information technology.
At the same time, they have suggested building a public internet access point at the cultural house in the residential area, equipped with computers with the internet connection in a cluster of points (including 3-4 difficult residential areas) so that the people can diversify the performance of public services. In the coming time, they will continue to promote propaganda and advocacy for the people to understand and participate in using online public services, closely monitoring the reception of people, and handling the administrative procedures in a modern, convenient and professional direction, creating the satisfaction of the people when they transact.
