The meeting was attended by Bui Duc Hinh, Permanent Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Council; Bui Van Khanh, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee; other members of the Hoa Binh Party Committee’s Standing Board; Vice Chairpersons of the provincial People’s Committee; and leaders of provincial departments, sectors and Kim Boi, Mai Chau and Luong Son districts.

At the meeting, participants discussed a number of proposals, including those on the master planning for Luong Son urban area until 2045, adjustments to the project to build technical infrastructure system for Hoa Son industrial cluster in Luong Son district, investment adjustments for the road project connecting National Highway 6 and the Nhuan Trach Industrial Park in Luong Son district.

They also included proposals on investment adjustments for the technical infrastructure project of the expanded residential area in Bo town, located in former Ha Bi commune, Kim Boi district, the resettlement area project in Tau Na hamlet, Cun Pheo commune, Mai Chau district, and the additional budget allocation for State budget expenditures in 2024 for units to implement the base salary adjustment according to Government Decrees No. 73/2024/ND-CP, No. 75/2024/ND-CP, and No. 76/2024/ND-CP, along with some policies for 2024.

Besides, participants discussed a proposal on adjustments to the public investment plan for 2024, a draft report reviewing the 10-year implementation of Directive No. 38-CT/TU issued on October 29, 2014, on strengthening leadership in building the Party and mass organisations in non-state enterprises in the province, along with a draft directive to continue enhancing leadership and management in building Party organisations and socio-political organisations in non-State-owned enterprises in the province.

In addition, they gave opinions on a report on the review of land managed by Hoa Binh Forestry Company and proposed several solutions to ensure that the firm’s land use plan complies with the 2024 Land Law and related legal regulations.

Concluding the event, Long emphasised the significance of the discussed proposals, saying that once approved, they will serve as a catalyst for socio-economic development in the districts of Kim Boi, Mai Chau, and Luong Son, as well as the entire province.

The provincial leader urged Luong Son district to focus on strenthening leadership and direction over the completion of criteria for the general urban planning of Luong Son until 2045. This includes investing in infrastructure and other necessary conditions to ensure harmonious and equitable development, establishing a strong position to attract significant investment resources, and developing modern, sustainable technical and socio-economic infrastructure. The goal is to develop Luong Son into a key tourism, services, and industrial urban area of the province, paving the way for the establishment of Luong Son township.

Regarding the proposals and draft reports, Long lauded the results achieved in implementing important projects and resolutions. He requested that the Party Civil Affairs Committee of the provincial People’s Committee continue to review and consider solutions for the upcoming period, address difficulties in investment procedures, expedite site clearance processes, and implement policies to attract investment in socio-economic infrastructure.

He asked the drafting agency to incorporate the delegates' feedback from the meeting to finalise the reports and proposals.
