"Our Party is a ruling party. Each Party member and cadre must be truly imbued with revolutionary ethics, truly diligent, thrifty, incorruptible, upright, public-spirited, and selfless. Each must keep the Party truly clean, and deserve to be a leader and a servant loyal to the people.” The teaching of President Ho Chi Minh in his testament remains meaningful and particularly significant to each cadre and Party member today. Learning from the late leader’s spirit that "each cadre and Party member is a loyal servant of the people”, cadres, Party members, civil servants, and public employees of Hoa Binh province have been working hard on reform and creativity to improve the quality and effectiveness of their duty performance.

Keeping in mind Uncle Ho’s teaching – "Our public security force is that of the people, serves the people, and depends on the people to work”, Sen. Lt. Col. Bui Thi Thanh Huyen, deputy head of the division for Party and political affairs (PX03) at the provincial Department of Public Security, is always preoccupied with the question of how to better the performance and moral self-improvement of local police officers.

Huyen said that after surveying and considering activities of police officers at the provincial Department of Public Security, she proposed the department’s Party Committee and leaders launch an emulation movement called "Three no’s, two management’s”. "Three no’s” means no degradation in political thought, morality, or lifestyle; no violation of the regulations of the people’s public security; and no harm to cadres and people’s rights or legitimate interests. "Two management’s” means management of working time and days, and management of the quality and effectiveness of duty performance. She also advised the department’s Party Committee to issue detailed standards and criteria and launch the movement across the entire force, thus ensuring a peaceful and happy life for the people.

So far, the movement has created strong changes in activities of local police officers. A large number of models and initiatives have been carried out to improve their performance quality and effectiveness, especially in serving the people, at various units of the force. Notable initiatives include publicising administrative procedures via QR codes, which has helped accelerate the search for and revision of information and administrative procedures; and organising points of online public services to boost people’s access to online public services, saving time for handling administrative transactions.

In addition, Huyen has actively proposed the organisation of many social and charitable activities to strengthen the bond between police and the local community.

In 2024, she has assisted with the presentation of nearly 2,200 Lunar New Year (Tet) gifts to the needy; five computer sets, 300 calculators; 500 jackets, 200 blankets; 1,000 "chung” cakes to residents in flood-hit areas; and 1,000 sets of books, notebooks, and comics to students in Mien Doi commune (Lac Son district) and Nanh Nghe commune (Da Bac district). Besides, she has also helped organise five "zero dong” markets, along with free health examinations and medicine provision for 1,400 people. The presented gifts are valued at almost 3 billion VND (118,000 USD) in total.

In recognition her efforts, Huyen was one of the two outstanding individuals of Hoa Binh province granted certificates of merit by the Party Central Committee’s Commission for Information and Education for their remarkable achievements in studying and following President Ho Chi Minh’s thought, morality, and style in 2024.
