Seven years after the 12th Party Central Committee’s Resolution, Tan Lac district has seen considerable progresses.
Tan Lac district announces decisions on political system’s organisational apparatus and personnel work.
Secretary of the district Party Committee Le Van Thach said the restructuring process must follow Party and State regulations, ensuring strict discipline and efficiency. The district is committed to upholding the Party’s unified leadership in overseeing reforms as well as restructuring and managing the political system.
The district Party Committee announced the dissolution of three Party cells under ethnic affairs, economy and infrastructure, and culture & information bureaus; the establishment of four new Party cells under internal affairs; culture, science & information; economy, infrastructure and urban development; and ethnic and religious affairs bureaus; the merger between the district Party Committee’s Commission for Information and Education and the Commission on Mass Mobilisation.
It will also maintain the Legal Affairs Committee of the People's Council, dissolve the Ethnic Affairs Committee, and transfer its ethnic responsibilities to the Socio-Economic Committee. Additionally, a new Socio-Economic and Ethnic Affairs Committee under the district People's Council will be established.
Specialised departments under the district People’s Committee announced that the Bureau of Internal Affairs will be formed by merging the Internal Affairs Bureau and the Bureau of Labour, Invalids and Social Affairs. A new Bureau of Ethnic and Religious Affairs will be established, expanding the former Ethnic Affairs Bureau to include religious affairs management previously handled by the Internal Affairs Bureau.
The establishment of the Economic, Infrastructure and Urban Development Bureau and the Bureau of Culture, Science and Information were also revealed.
The Bureau of Agriculture and Environment will be formed by consolidating the functions of the former Bureaus of Natural Resources & Environment and Agriculture & Rural Development. The poverty reduction programme will be transferred from the Bureau of Labour, Invalids & Social Affairs to the Bureau of Agriculture and Environment. The Offices of the district People’s Council and People’s Committee will take over responsibilities for social welfare, child affairs, and social issues from the Bureau of Labour, Invalids & Social Affairs.
The Bureau of Education and Training will now oversee vocational education, previously managed by the Bureau of Labour, Invalids and Social Affairs.
Additionally, the district will discontinue the pilot model in which the head of the Mass Mobilisation Commission also served as the Chairman of the district Vietnam Fatherland Front Committee. The leadership position for the district VFF Committee for the 2024-2029 tenure will be restructured accordingly.
Ten officials have voluntarily retired early, including one member of the district Party Committee’s Standing Board, one member of the district Party Committee, four deputy heads of district-level agencies, and four civil servants.
The subcommittee for documents of the 18th Hoa Binh provincial Party Congress, the 2025 - 2030 term, convened on March 3 to review and incorporate public feedback on the congress’s draft documents. The meeting was chaired by Nguyen Phi Long, an alternate member of the Party Central Committee and Secretary of the Hoa Binh provincial Party Committee. It was attended by senior provincial officials, including Bui Thi Minh, Permanent Deputy Secretary of the provincial Party Committee and Chairwoman of the provincial People’s Council; Bui Duc Hinh, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee; other members of the Standing Board of the provincial Party Committee; and members of the document subcommittee.

March 3 marked the first official working day for specialised agencies under the provincial People's Committee following the merger or transfer of functions and tasks from the previous agencies. On this day, the newly merged departments and agencies took proactive steps to arrange personnel, organise workflows, and implement tasks efficiently, ensuring that administrative procedures were carried out smoothly without interruption.
Kim Boi district of Hoa Binh province has thoroughly implemented and adhered to Resolution No. 18-NQ/TW on restructuring the organisational apparatus of the political system towards a streamlined, efficient, and effective direction, ensuring no disruption of work.
By mid-February, Da Bac district completed a plan to streamline its organisational apparatus and personnel work, marking a milestone in efforts to promote restructuring towards a leaner, more efficient organisational system, closely following directives from the Party Central Committee’s Resolution No. 18-NQ/TW, and Conclusion No. 121-KL/TW, and Resolution No. 27-NQ/TU of the provincial Party Committee and Conclusion No. 1103-KL/TU by the provincial Party Organisation’s standing board.
Imbued with President Ho Chi Minh's teaching "The Party cell are the Party’s grassroots foundations. A strong Party cell ensures the effective implementation of the Party’s policies and continuous progress in all tasks," the Party Committee of Kim Boi commune, Kim Boi District, has rolled out the "four-good Party cell" model. The initiative has created a positive change, enhancing the leadership capacity and fighting spirit of Party organisations and their members.
