The northern province of Hoa Binh has obtained considerable results in the fight against corruprion, wastefulness and other negative phenomena thanks to the issuance and implementation of synchronised solutions.
The provincial police investigation agency announces
the decision to launch criminal processings against and arrest three officials
in Kim Boi district on the charge of abusing their position and power while
performing duties.
In 2024 and the early days of 2025, the standing
board of the provincial Party Committee has specified and issued documents to
direct Party committees at levels and authorities to strictly adhere to the
Party's regulations and the State's laws regarding the fight against
corruption, wastefulness and negative phenomena.
On January 22, the provincial People's Committee
issued a plan on the implementation of the work for 2025. Based on that plan,
all agencies and units in the province issued their own plans. They have been
taking preventive measures such as increasing transparency in their activities,
establishing a code of conduct, controlling the assets and incomes of
officials, promoting administrative reforms, and applying technology in
management and cashless payment systems. Furthermore, they are implementing
regulations and measures to prevent degradation of ideology, morals and
lifestyle among officials and Party members.
In 2024, agencies and units issued 300 new
documents and amended dozens of regulations concerning standards and norms for
implementation. They also focused on thrift practice and waste prevention,
rotated 245 job positions for officials, and organised 26 sessions with 8,853
participants to disseminate laws about combating corruption, wastefulness and
negative phenomena. All agencies and units completed the declaration and made
public the assets and incomes of all 3,167 individuals who were required to
declare their assets and incomes.
Party committees and Party cells carried out
inspections after detecting signs of violations relating to eight Party
organisations and 71 Party members, marking an 80% increase in the number of
the organisations and a 24.56% increase in the number of members compared to
2023.
The Inspection Commission of Party commitees at
all levels examined 65 Party organisations and 195 Party members. Inspections
found that 45 organisations and 139 Party members had violated regulations.
Disciplinary measures were imposed on 13 organisations and 113 Party members.
The provincial Party Committee and its standing
board reported to the Central Inspection Commission, leading to the suspension
of Party activities and a proposal to expel one case while considering
disciplinary action against five Party members.
In 2024 and early 2025, the investigation agency
continued to enhance efforts against corruption, wastefulness and other
negative phenomena across all fields.
In 2024 to January 2025, provincial police
agencies investigated 36 cases involving 77 defendants related to corruption
and negativity, including 20 new cases and 63 defendants, 57 of whom are Party
members. They concluded investigations and proposed prosecution for 24 cases
involving 42 defendants, while 12 cases with 35 defendants are still under
investigation.
In 2025, Party committees and authorities at all
levels in the province strive to effectively implement measures to gradually
reduce crime and violations related to corruption and negativity, while
continuously reinforcing public trust in the leadership of the local Party
committees and the management of authorities.
Lac Son district is reorganising and streamlining its organisational apparatus and the contingent of officials, civil servants and public employees in line with Resolution 18 issued by the 12th Party Central Committee.
The provincial Department of Public Security has reorganised its structure to enhance operational efficiency and meet the evolving demands of the new era. In line with the Resolution No. 25 of the Central Public Security Party Committee, the move aims to streamline personnel, standardise leadership roles, and strengthen the police force’s capacity while creating better conditions for modernising equipment.
The subcommittee for documents of the 18th Hoa Binh provincial Party Congress, the 2025 - 2030 term, convened on March 3 to review and incorporate public feedback on the congress’s draft documents. The meeting was chaired by Nguyen Phi Long, an alternate member of the Party Central Committee and Secretary of the Hoa Binh provincial Party Committee. It was attended by senior provincial officials, including Bui Thi Minh, Permanent Deputy Secretary of the provincial Party Committee and Chairwoman of the provincial People’s Council; Bui Duc Hinh, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee; other members of the Standing Board of the provincial Party Committee; and members of the document subcommittee.

March 3 marked the first official working day for specialised agencies under the provincial People's Committee following the merger or transfer of functions and tasks from the previous agencies. On this day, the newly merged departments and agencies took proactive steps to arrange personnel, organise workflows, and implement tasks efficiently, ensuring that administrative procedures were carried out smoothly without interruption.
Kim Boi district of Hoa Binh province has thoroughly implemented and adhered to Resolution No. 18-NQ/TW on restructuring the organisational apparatus of the political system towards a streamlined, efficient, and effective direction, ensuring no disruption of work.
