The 17th-tenure Hoa Binh provincial Party Committee recently convened its 20th meeting. The session was chaired by Nguyen Phi Long, alternate member of the Party Central Committee and Secretary of the provincial Party Committee; Bui Thi Minh, Standing Deputy Secretary of the provincial Party Committee and Chairwoman of the provincial People's Council; and Bui Duc Hinh, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee. Also in attendance were other members of the provincial Party Committee and leaders of several provincial departments and agencies.

The meeting unanimously assessed that in the first quarter of 2025, the provincial Party Committee led a comprehensive and well-coordinated effort to implement the Party Central Committee, the Government, and central agencies’ directives with local conditions taken into account. Significant progress was made across all key sectors, including the Party and political system building, and preparations for all-level Party congresses. Additionally, efforts to streamline and optimise the administrative apparatus continued with strong determination. 

Hoa Binh’s gross regional domestic product (GRDP) was estimated to have grown by 12.76% in the first three months compared to the same period last year. Total state budget revenue reached some 2.35 trillion VND (901.36 million USD), equivalent to 33% of the target set by the provincial Party Committee and 42% of that set by the Prime Minister. Meanwhile, 10 new domestic investment projects were attracted. Social welfare was ensured while political security and social order guaranteed. 

Delegates at the meeting reached high consensus on five key tasks and solutions for the second quarter.

Regarding the national target programme for sustainable poverty reduction in Hoa Binh, the meeting noted that the province has met or exceeded several targets set by the provincial Party Committee's Resolution No. 16-NQ/TU, dated August 11, 2017. Between 2021 and 2024, the household poverty rate declined from 15.49% to 6.59%, with a projected reduction to 5.31% by the end of 2025, achieving an average annual decrease of 2.55%. 

In his closing remarks, Long urged the provincial leadership to maintain unity and determination in executing political and development tasks. He underscored that key officials must act as a pillar of support and unity while steering the realisation of focal tasks, particularly in restructuring administrative apparatus, to contribute to local development. 

He noted that efforts are needed to help the province achieve economic growth of over 10% this year to contribute to national economic expansion. Other priorities include accelerating major infrastructure projects, improving healthcare services, preserving and promoting the cultural heritage of the Muong ethnic group and the Hoa Binh Civilisation, and promoting the implementation of the Politburo’s Resolution No. 57-NQ/TW on breakthroughs in sci-tech development, innovation and digital transformation. 

Additionally, Hoa Binh is set to continue attempts to effectively carry out the national target programme on sustainable poverty reduction.
