The Hoa Binh provincial People’s Committee held its regular monthly meeting on April 23 to review the socio-economic situation in April and the first four months of this year, and to provide feedback on draft documents to be submitted to the Standing Board of the provincial Party Committee and the provincial People’s Council, along with other matters related to the province’s governance. According to a report presented by the Department of Finance,
Hoa Binh's socio-economic situation continued to demonstrate stable growth in
the first four months of 2025. By the end of April, the province's state budget
revenue is estimated at over 2.62 trillion VND (approximately 100 million USD),
reaching 47% of the target set by the Prime Minister and 36% of that outlined
in the resolution of the provincial People’s Council. The public investment
disbursement rate stood at 8.3% of the capital plan assigned by the PM.
During the January–April period, the province recorded 21 new investment
projects with a total registered capital of around 7.1 trillion VND. Compared
to the same period in 2024, this represented an increase of 19 projects and an
additional 6.86 trillion VND in investment. Cultural, educational, healthcare,
and social welfare activities continued to be effectively implemented, while
political security and public order were maintained.
Officials acknowledged improvements compared to the same period of 2024 but
voiced concerns about the slow pace of public investment disbursement, which
remains significantly behind schedule. Site clearance challenges continued to
obstruct progress on several key infrastructure projects.
Leaders of district-level administrations proposed that the provincial People’s
Committee direct relevant departments and agencies to provide timely guidance
on procedures for transferring public investment capital, especially for
projects under the national target programmes. They also suggested finalising
zoning plans to expedite project investment procedures and offered
recommendations on archiving documentation during the merger of commune- and
province-level administrative units.
Attendees also reviewed and commented on several key draft proposals, including
a resolution on the reorganisation of commune-level administrative units in Hoa
Binh, a proposal on reorganising the provinces of Phu Tho, Vinh Phuc, and Hoa
Binh, and a draft decision to amend Decision No. 482/QD-UBND, dated April 24,
2024, concerning the establishment of the Phu Thanh II Industrial Cluster in
Lac Thuy district.
In his concluding remarks, Hinh emphasised that, building on the growth
momentum of the first quarter, departments and sectors have actively
implemented measures to promote socio-economic development for the remainder of
the year. However, he noted signs of slowing economic growth and acknowledged
that public investment disbursement has fallen short of expectations.
He urged departments, districts, and cities to remain focused and committed to
achieving the province’s growth target. He also called for increased efforts to
boost budget revenue by resolving procedural obstacles related to land use
right auctions, stressing the importance of expediting site clearance for major
projects to spur economic development and improve residents' lives.
Looking ahead to the upcoming administrative mergers, Hinh directed relevant
agencies to urgently guide communes in reviewing and inventorying public
assets. He also underlined the necessity of ensuring sufficient budget
allocations so that newly established communes can operate effectively from the
outset.
Throughout his revolutionary life, Uncle Ho visited Hoa Binh province four times. He also sent dozens of letters, telegrams, greeting cards, and heartfelt messages to local officials, Party members, and people of all ethnic groups, urging them to remain united, support one another, strive for progress, and actively engage in both production and resistance efforts to build a prosperous homeland.
To unlock the full potential of its forest resources, the standing board of the provincial Party Committee on July 30, 2020 issued a Resolution on the sustainable development of production forests through 2025, with a vision toward 2030.
In recent years, the education and training sector in Cao Phong district, Hoa Binh province, has actively integrated its tasks with the promotion of studying and following President Ho Chi Minh’s thought, ethics, and style. This approach has contributed significantly to improving the overall quality of education across the district.
