General Secretary of the Communist Party of Vietnam Central Committee Nguyen Phu Trong has been recommended by the National Assembly (NA) Standing Committee for the legislators to vote as State President for the 2016-2021 tenure.

While presenting the NA Standing Committee’s proposal during the legislature’s plenum on October 22, NA Chairwoman Nguyen Thi Kim Ngan said the vote is based on Article 74 of the 2013 Constitution of the Socialist Republic of Vietnam; Article 8 of the law No.57/2014/QH2013 on the organisation of the NA; Article 31 of the rules on NA sessions; and point 4 of Resolution No.34, dated October 6, 2018 of the eighth plenum of the 12th Party Central Committee.

Earlier, at its recent eighth plenum, the Party Central Committee reached consensus to nominate Party General Secretary Nguyen Phu Trong, who is also a deputy of the 14th NA, for the presidency.

The NA will also approve the removal of Truong Minh Tuan from the post of Minister of Information and Communications, and consider the appointment of a new minister.

Ngan suggested the lawmakers to meticulously study relevant personnel documents in order to cast informed votes.

The sixth session, which opened on October 22 and will last for 24 days, is said to be a historic meeting with many other important issues on the agenda.  

The Government is for the first time required to report on the outcomes of the last three years of implementing the NA’s resolutions on socio-economic development, economic restructuring, national finance, and mid-term public investment with a view to removing bottlenecks to fulfil the targets set for the 2016-2020 period.

Another item on the NA’s working agenda that attracts great interest is the vote of confidence on officials holding positions elected or approved by the NA. The vote will be held during the first few days of the session, before question-and-answer sessions take place.

It is noteworthy that the NA is expected to ratify the Progressive Agreement for Trans-Pacific Partnership (CPTPP) and relevant documents at this session. This is an important pact which will greatly influence the country’s politics, economy, society, and diplomacy.


Lawmaking is always a predominant feature and major task at NA sittings. At this session, the NA deputies are expected to adopt nine bills and one resolution.–
