(HBO) – A working delegation of Hoa Binh province led by Bui Van Tinh, member of the Party Central Committee and Secretary of the provincial Party Committee, visited Ha Nam province and had a working session with its Party Committee on August 23 to share experience and strengthen cooperation in socio-economic development between the two localities.
Secretary Bui Van Tinh was
accompanied by Tran Dang Ninh, permanent Vice Secretary of the Party Committee
and Chairman of the People’s Council; Bui Van Khanh, Vice Chairman of the
People’s Committee; and leaders of several departments.
The delegation was
received by Nguyen Dinh Khang, member of the Party Central Committee and
Secretary of the Party Committee of Ha Nam province; Pham Sy Loi, permanent
Vice Secretary of the Party Committee and Chairman of the People’s Council; and
Nguyen Xuan Dong, Vice Secretary of the Party Committee and Chairman of the
People’s Committee, among others.
At the event, participants
heard reports on the two provinces’ socio-economic development situations over
the past time, as well as their development orientations for 2016-2020.

At the meeting, the
leaders discussed and agreed on several cooperation contents in the fields of
economy, tourism, hi-tech agriculture, industry, handicraft and trade. They
also pledged to cooperate in upgrading transport infrastructure, implementing
Public Private Partnership (PPP) investment projects, while sharing experience
in compensation, land clearance, mining, education, health and environmental
protection, and technological transfer, information and communication.

Speaking at the meeting,
Secretary Bui Van Tinh congratulated Ha
Nam on its achievements in
politics, socio-economy, and defence-security. He stressed the need for the two
provinces to organise exchange activities annually in order to strengthen their
relations, thus helping them fully tap potential and advantages to boost
socio-economic development. He also suggested intensifying the sharing of
information and experience in all fields.
Within the framework of
the working session, the leaders of the two provinces visited the Tam Chuc
pagoda tourism site in Kim Bang district and hi-tech agricultural zones in Xuan
Khe and Nhan Khang communes of Ly Nhan district.
March 3 marked the first official working day for specialised agencies under the provincial People's Committee following the merger or transfer of functions and tasks from the previous agencies. On this day, the newly merged departments and agencies took proactive steps to arrange personnel, organise workflows, and implement tasks efficiently, ensuring that administrative procedures were carried out smoothly without interruption.
Kim Boi district of Hoa Binh province has thoroughly implemented and adhered to Resolution No. 18-NQ/TW on restructuring the organisational apparatus of the political system towards a streamlined, efficient, and effective direction, ensuring no disruption of work.
By mid-February, Da Bac district completed a plan to streamline its organisational apparatus and personnel work, marking a milestone in efforts to promote restructuring towards a leaner, more efficient organisational system, closely following directives from the Party Central Committee’s Resolution No. 18-NQ/TW, and Conclusion No. 121-KL/TW, and Resolution No. 27-NQ/TU of the provincial Party Committee and Conclusion No. 1103-KL/TU by the provincial Party Organisation’s standing board.
Imbued with President Ho Chi Minh's teaching "The Party cell are the Party’s grassroots foundations. A strong Party cell ensures the effective implementation of the Party’s policies and continuous progress in all tasks," the Party Committee of Kim Boi commune, Kim Boi District, has rolled out the "four-good Party cell" model. The initiative has created a positive change, enhancing the leadership capacity and fighting spirit of Party organisations and their members.
