(HBO) – In the recent past, Party committees at all levels have seriously and creatively carried out the resolutions issued at the fourth meetings of the 11th and 12th-tenure Party Central Committee in tandem with the Politburo’s Directive 05-CT/TW on enhancing the study and following of President Ho Chi Minh’s ideology, morality and style. That has created fundamental changes in the building of an incorruptible and strong Party and policy system, thus substantially helping to fulfill socio-economic development tasks of Hoa Binh province.
Cadres
and civil servants of the division for receiving and returning administrative
procedures of Cao Phong district have improved their sense of responsibility in
serving the people.
The Standing Board of the provincial Party
Committee has issued plans directing the concurrent implementation of the
resolutions issued at the fourth meetings of the 11th and 12th-tenure Party
Central Committee, along with Directive 05-CT/TW.
The serious realization of the documents has
greatly helped comprehensively improve the local Party organisation’s
leadership and combat strength so as to basically fulfill socio-economic
development tasks.
In 2019, 19 of the 21 targets set by the
provincial Party Committee have been reached or surpassed. Notably, the
economic structure has been shifted in the right direction. This year’s gross
regional domestic product (GRDP) growth rate is estimated at 9.05 percent, per
capita GDP at 58.9 million VND (over 2,500 USD), and State budget revenue 4
trillion VND.
Meanwhile, 19 communes have completed the
building of new-style countryside, raising the number of new-style rural
communes to 82, equivalent to 42.9 percent of the total communes in Hoa Binh.
On average, each commune has met 15.2 out of the 19 criteria of the programme.
Hoa Binh city has finished the work while Luong Son district is waiting for
recognition. The household poverty rate has also been reduced to 11.64 percent.
Particularly, the province is set to reach the five difficult targets set in
the resolution of the 16th provincial Party Congress.
At present, the Standing Board of the provincial
Party Committee is strongly directing the implementation of the Party documents
and measures to reform and improve operations of Vietnam Fatherland Front
committees and socio-political organisations; and solutions to deal with the
sluggishness in task performance and promote State administrative agencies’
dynamism.
It is also stepping up relevant agencies’ coordination in handling
administrative procedures and dealing with difficulties to improve the business
environment, thus creating a driving force for economic sectors to develop
healthily and sustainably. Hoa Binh province is exerting every effort to
achieve the targets for this year as well as the whole 2015 – 2020 tenure./.

The subcommittee for documents of the 18th Hoa Binh provincial Party Congress, the 2025 - 2030 term, convened on March 3 to review and incorporate public feedback on the congress’s draft documents. It was attended by senior provincial officials, including Bui Thi Minh, Permanent Deputy Secretary of the provincial Party Committee and Chairwoman of the provincial People’s Council; Bui Duc Hinh, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee; other members of the Standing Board of the provincial Party Committee; and members of the document subcommittee.

March 3 marked the first official working day for specialised agencies under the provincial People's Committee following the merger or transfer of functions and tasks from the previous agencies. On this day, the newly merged departments and agencies took proactive steps to arrange personnel, organise workflows, and implement tasks efficiently, ensuring that administrative procedures were carried out smoothly without interruption.
