(HBO) – Over the past years, despite numerous difficulties and challenges, the Party organisation, administration and people of all ethnic groups in Hoa Binh province have brought into play the traditional solidarity, unanimity, creativity and reform to effectively carry out the resolution of the 12th National Party Congress, obtaining significant outcomes in socio-economic aspects, defence-security ensuring and political system building.
National Assembly Chairwoman Nguyen Thi Kim Ngan, members of the
Politburo and the Party Central Committee’s Secretariat, and provincial leaders
at the Politburo’s working session with the Standing Board of the provincial
Party Committee. They gave opinions on the documents and personnel plan to be
discussed at the 17th provincial Party Congress for the 2020-2025 tenure.
Hoa Binh has achieved and surpassed 18 of the 20
targets set in the resolution of the 16th provincial Party Congress for the 2015-2020
tenure, creating foundation for the province to develop fast and sustainably in
the years to come.
The local economy has maintained relatively fast
growth, 7.59 percent annually on average. Its size has been increased, with the
gross regional domestic product (GRDP) in 2020 expected to be 1.65 times higher
than in 2015.
The economic structure has also shifted
positively. By the end of this year, the proportion of industry-construction is
forecast to account for 45.58 percent of the economy (industry 38.89 percent),
services 29.32 percent, agro-forestry-fisheries 19.98 percent, and taxes on
products 5.12 percent.
This year’s per capita GRDP is estimated at some
63.8 million VND (over 2,700 USD), rising 1.6 times from 2015, higher than the
average of the northern midland and mountainous region and equivalent to 92
percent of Vietnam’s average per capita GDP. The household poverty rate has
been brought down by 3.16 percent annually.
Meanwhile, collection for the State budget,
total investment capital in the society, the numbers of newly established and
profitable businesses and cooperatives, export revenue, the urbanisation rate,
the rate of communes recognised as new-style rural areas have reached and
surpassed set targets.
Resolutions on the Party building,
socio-economic development, and improvement of people’s living standards are
being implemented. Local potential and advantages are also being optimised,
thus giving a facelift to urban and rural areas and bettering people’s life.
Besides, agricultural restructuring has been
carried out and reaped important outcomes. The local agriculture has been
developing comprehensively towards mass production, higher value and
sustainable development and associated with new-style countryside building.
By the end of this year, Hoa Binh will have had
two district-level localities completing new-style countryside building and
43.3 percent of all communes meeting all the 19 criteria of a new-style rural
area, one year ahead of schedule. That helps the province rank first among
northwestern provinces and third among northern midland and mountainous
provinces in this regard.
While exports have grown by 27.05 percent
annually on average, the province’s investment climate have continued to
improve.
Improvements have also been recorded in social,
cultural, healthcare and educational aspects. Policies ensuring social security
have been carried out synchronously and effectively.
The Party organisation of Hoa Binh has seriously
implemented the Party Central Committee’s resolutions on the Party building and
rectification, along with the Politburo’s Directive 05-CT/TW, thereby helping
to build a strong Party organisation with better leadership and combat
capacity.
In addition, Hoa Binh is also one of the
provinces taking the lead in realising the resolution of the 12th-tenure Party
Central Committee, the Politburo’s Resolution 37-NQ/TW, and the National
Assembly Standing Committee’s Resolution 830/NQ-UBTVQH on the re-organisation
of district- and communal-level administrative units./.
After three years of implementing the Politburo’s Conclusion No. 01-KL/TW on continuing performing Directive 05-CT/TW on enhancing the learning and studying of President Ho Chi Minh’s thought, moral example and lifestyle, Lac Thuy district of Hoa Binh province has discovered many effective models and practices, creating a spillover effect in the local community, helping to develop a clean and strong Party Organisation meeting the requirements in the new situation.
The Hoa Binh Elderly Association and the provincial Department of Labour, Invalids and Social Affairs on May 7 held a working session with a visiting delegation from the Japanese Embassy and sponsors of a local project on reducing senior citizens’ income and health vulnerabilities in Vietnam (VIE071).

The delegation was welcomed by Hoang Thuy Duong, Consul General of Vietnam in the city, and staff members of the consulate.
